Hello Everyone.

So today I am writing a short and to the point news letter. There is not a lot of new current news concerning the currency reform and the needed laws. Until Abadi solidifies his reform coalition these last remaining needed laws will just sit there on the shelf and collect dust.

Today is Wednesday December 9th and yes we are now entering the second week of December already and still no RV.
Many events seem to converge on the month of December, and in particular mid December, so let’s pay close attention to what is happening this month. I believe in retrospect we will say this was a very significant month.
Update: Currency Reform
I want to keep all of us focused on currency reform. Right now this is exactly what we should be watching in expectation of the launching of the lower denominations. Many sources have told me the plan of the CBI is to launch the lower denominations sometime before or by the end of the year. Will it occur? We can only wait and watch.
Can I scream it any louder,  again and again watch for ….CURRENCY REFORM….. CURRENCY REFORM !
So in my last news letter dated 12/7 (LINK), I had to clarify 4 points once again that many where still VERY confused over.  One of these items reviewed the currency auctions and I presented to you an article at that time topic.

So today we get yet another article on the same topic.
As I keep saying – if the government or the CBI has multiple articles on the same topic all in just a matter of days it means they are concerned and thus this is where we should then focus our attention. They are about to do something in this area.
So what are they about to do with the currency auctions?
Months ago the CBI told us the currency auctions would be scaled down and by end of the year 2015 they would end. We are just weeks away.
Now we see a member of the finance ministry,  Majida al-Tamimi, being out spoken about the practices in these past auctions and how the selling of the Iraqi currency and its corruption has held back its true value from being realized.
I quote from today’s article below –  “pointed out the need to abolish auction currency called to distance his administration from quotas partisan and political”
Tamimi also questions if other neighboring countries have currency auctions. They do not and it is a rhetorical  question.
I quote again from the article below – ” stressing the necessity to run the central bank by specialists in the economy and financial sectors and not according to the quotas that have caused the destruction of the Iraq economy”.
So we see Tamami also does not like how the CBI is now being run. She feels the need for much more expertise. She sees corruption in the money auctions. So like I said I do not believe Dr Shabibi is back at the helm. He may poke his head up once in a while, give his opinion but he IS NOT RUNNING THE CBI !  This article alone is very strong evidence of it. I have presented evidence before but many still doubt what I say.

Discontinuing the money auctions at the end of December
So now here is the juicy part of today’s news.
More FACTS – The CBI has told us in two articles already, one of which I presented to you in my past news letter, that they will scale down the money auctions to the point of discontinuing them at the end of this year (meaning the end of 2015). Do you really understand what the auctions do for Iraq?
The CBI sells dinar at these auctions for US dollars. This helps increase the CBI reserves. Countries do not keep their own currencies in their reserves. Instead they keep valuable, stable currencies of other countries. Thus Iraq wants to collect US dollars. But the corruption in the auctions is that the currency is being sold at an undervalued rate. This is at the heart of the problem. This is what is driving down the rate.
Let’s now look at a recent article I provided below. It is from a financial expert in Iraq.
The most interesting part of the article below is when the financial expert says and I quote – “calling on the central bank to the need to implement the project to delete the three zeroes instead of resorting to the issuance of new editions (referring to the 50k, 100k and 500 notes) may affect the trade balance in the market”.
So what will happen when the currency auctions do end?
What will happen when 2016 comes rolling around and we have not yet seen any significant increase in the IQD rate?  Will they still re-launch the 50k notes and launch the 100k notes as they told us they will do?
So I want everyone reading this news letter to realize that the news about the revaluation of currency focus should be on the actions of the CBI and the statements made by the Finance Ministry.
The value of Yuan in China or the value of the Canadian dollar does not matter to us. No one is exchanging ZIM or any other currency at any significant increase. Jut ask them to tell you the bank so you can go exchange too and see how they fumble for an answer. This is all nonsense and only shows to me these intel providers are shooting at straws to get some news to bring you. They do not have a pulse on what is really happening in this area of currency reform. They are all bent on just giving you this hyped up nonsense news.
All these other issues we seem to be bent on focusing our attention and effort on have ABSOLUTELY nothing to do with revaluing the IQD nor impact its value. Plain and simply put,  the increase of the value of the dinar is dependent on four main factors:
1.    The ability of the CBI to manage its value – must get the value to a 1:1 in order to see the full RV.
2.    The prevention of money laundering and counterfeiting – directly effects it value
3.    The security measures being taken in Iraq – need level of stability to allow it, the GOI must sign off
4.    The Reconciliation efforts in Iraq – need laws to implement resolutions to agreed promised by GOI to allow it. The GOI must sign off.
I wish I could eliminate any one or more of these items from the list and tell you any of them are “all done”. Any or all of them could still have a major impact at this timing of the RV. But let us focus on today’s news for this is what we do know for sure.
So what happened in mid November?
We witnessed an enormous amount of activity towards the movement of the “project to delete the zeros”.
Then suddenly is got all quite again on this topic. This is where we are now. So what happened?
We need to address this today since I had a very long talk with my contact in the CBI and what they are attempting to do and were driving towards since November.
When did it get so quite?
It got very quite on this topic right after the CBI announced is was going to “postpone” (or “halt” ) the further launching of the 50k notes until 2016. This was is the last week on November. Why did they do this?
All we know about this subject matter is what they tell us in the news. No one can read their minds. So what they told me is the launching of the 50k notes was not as successful as they had hoped. It did not serve its overall purpose and was met with much resistance. The citizens do not want more of the same 3 zero notes.
Now they are telling us the money auctions are driving down the rate of the dinar and is that RESISTANCE FACTOR they must overcome. There is no alternative now but to launch the lower denominations and to drive the rate up somehow for the next step in the process to work. But how do they do this?
If you have been paying attention the only conclusion to this news now is in two different, closely dated articles. They are trying to figure out what is holding back the rate of the dinar. They are indirectly telling us they know they need to raise the rate and we all know darn well this rate must be a 1:1 par with the US dollar since they have told us this over and over again [yet many of you deny it because you are stuck in your heads on the fact this is going to be the RV and I keep telling you do not mix apples with oranges. This is NOT the RV but a measure being taken to combat inflation and kick start the process. The RV comes later once the 1:1 rate is reached]. Please get out of this thinking and do mind shift. It will help you understand this entire process better.
Are you opened minded now to listen?
So by taking all this information I just told you we can see that they want to pop out these lower denominations but can’t until they get the rate under control and are able to raise its value to the required and planned rate, about a 1:1 par value to the US dollar. I say “about” because it does not have to be exact but close enough.
But if there is more demand for the US dollar (thus a higher rate and demand for USD) then how do they  overcome this?
I can assure you they are brainstorming now as I write this news letter and are dying to launch the lower denominations any day now. So I am now hearing they may wait until very early in 2016. Why?
They may wait until the money auctions are over and watch the impact  the scarcity of the currency has on the rate. Remember I told you that if you create scarcity of almost anything and the demand is still strong you will increase its value. So by getting rid of these money auctions they hope to create a shortage of the dinar.
Remember the dilemma they are in. Let me spell it out for you now. But we have to take a step back in time to understand.
Years ago they already have drawn in nearly 80-90 % of the 3 zero notes from inside Iraq. The CBI told us this so it is FACT. In 2012 they had hoped to RV. They gained the advantage at that time because the demand for the dinar was high since they artificially created the needed scarcity of the currency. The flow of US dollars had not yet filled the gap. Remember? This gap is the VERY IMPORTANT part I need to emphasize today. They need to recreate this gap somehow. This will drive up the rate of the dinar.
But now since they let this opportunity slide by them in 2012 and its almost 3 years later, the US dollar has filled the gap left by the scarcity of the dinars. So on these money auctions they tried to draw in the dollars from the economy and artificially open up this gap once again thus creating a situation to get to a 1:1 value. This has been ongoing over and over again and we have seen them even increase the money auctions in the past without any success in this area. So now the tactics have to change. This tactic did not work for two reasons: 1) corruption in the private banks sold the dinar at undervalued rates at the auctions 2) some of the dinars ended up back into the streets.
So what do they need to do now?
They first needed to draw in the dinars back into the CBI from the Iraqi in-country. The 50k notes were part of this solution. This event  is not meant to directly increase the value but was hoped to begin the cycle of scarcity. At the same time if they stop the currency auctions this will also cause yet more scarcity of dinars.
So they plan to end the currency auctions  by the end of the year.
They also just announced that they need a set of regulations to govern the future actions of the CBI and so we saw this set of regulations going before parliament soon for a vote and implementation. These regulations set strict rules for the money auctions and handling of the sale of currency. This they hope will eliminate corruption that seems to constantly drive down the rate of the dinar.
Folks I do not know how to explain this any better. In order to fully understand what is going now in the CBI you have to remember the past news and put the pieces together with what we are now hearing in the news. It does all make sense and is all very logical.
There are no “secret” sources or bank memos or screens that are going to tell you the timing of the RV. You surely don’t have to pay donations to some site either to tell you this. Instead all the information is out there for you to read for yourselves and learn. But remember it is a culmination of events over time that tells the story of this saga. If you are paying attention you can see the big picture. I am trying to do this for those of you that don’t have this ability and I resent the fact that these other idiots keeps messing with your minds to convince you it depends up some TRNs or what China or any other country is doing. How about watching Iraq?   After all it is the Iraqi dinar we are watching to RV….right?
So if you really want to know what is holding up any significant increase in the value of the IQD just follow the money, the money in Iraq. After all it is all about money and the money we are watching is the IQD !
All we can do now is sit back and wait and watch what happens next. Our focus must be on the actions of these two agencies – the CBI and the Finance Ministry.
Update: Maliki Syndrome
I thought all passports were invoked for all high level officials having any dealings with the Mosul and ISIS incident last June. How does Maliki now get to travel around and even worst receive 3 billion dinars from the Iraq people to cover his expenses? Maybe there is much more to this visit than meets the eye? We will just have to wait and see how it all works out. See article below.

A source in the Department of Finance reported to the Presidency of the Republic, the Vice President of the Republic asked the Department of Finance to conduct a three billion Iraqi dinars under the pretext of treatment expenses within the Republic of Iran.
The source, who did not want to disclose his identity in a statement singled out our website on Tuesday: that Maliki although relieved of his post as vice president a sovereign decision, but that he had asked the amount of three billion dinars claims he used to handle himself during his tenure as vice president.
He announced Nuri al-Maliki’s office, the latter went to the Iranian capital Tehran to visit therapeutic, will continue for several days.
“The last visit to Nuri al-Maliki to Iran was in August 2015, where he met with Iranian officials and discussed with them the latest security and political developments in Iraq and the region and as a result returned with many items on a promise list he was hopeful of regaining power and implement.

Update: Fighting ISIS
Iraqi government forces Tuesday evening regained its headquarters operations in Anbar from the grip of Daash.
and have now recaptured a key district in the city of Ramadi.
It’s a matter of days to control other districts in the heart of the city of Ramdi. So far they have retaken key districts like Tamim in the west, Albu Farraj and Albu Ziyab in the north, Tash and Anbar University in the south. These are key areas and this effort is looking very good.
There is a lot of recent propaganda being put out about the negativity of Turkey or any US elite ground forces coming into Iraq. I can assure you it is all nonsense since there is a huge coalition of over 100,000 soldiers frm Turkey to sweep into these regions to assist. These are coalition soldiers and not some political maneuver from Trukey to split Iraq.
The resistance (Maliki and his terrorists) of course are afraid of any assistance being given to Iraq of this nature. They will tell you all sorts of patriotic reasons why this should not happen. Oh – but what about their private militias who ran their own security forces to enforce their kind of corrupt law over the last 4 years in Iraq. Where was the patriotism then? You must put this all into perspective and know the propaganda machine is still putting out their version of the news. This is why I talked in one of my articles on how to differentiate between the garbage and reality. I hope you were listening.
Let’s keep the daily prayers coming for the success of the fight against ISIS everywhere in the world. Praying does not mean we are weak. Instead it puts God on our side for the righteous and so how can you go wrong if God is on your side helping to protect the innocent and the helpless. It really comes down to loving all of the human race but we have a right to protect and defend ourselves against evil too.

Twilight News / security sources reported on Tuesday evening that the Iraqi security forces regained its headquarters operations in Anbar from the grip of Daash.
A security source said the Twilight News that he “was edited Anbar Operations Command headquarters north of Ramadi and in full control of the headquarters and raising the Iraqi flag above it.”
“The co-operation of the regiment commando operations Anbar attribution of tanks and tankers flying and the international coalition and the Iraqi” which was confirmed by other sources.
The military media cell in a statement that the Anbar operations have killed dozens and destroyed the headquarters of a number of terrorist Daash in Albu Faraj Abu Diab area during the progress of the former headquarters of the Anbar operations in coordination with the international airline alliance. ”

Iraqi government forces have recaptured a key district in the city of Ramadi, which is controlled by the jihadist group Islamic State, officials say.
The Counter-Terrorism Service said it had cleared the south-western area of Tamim on Tuesday after a fierce battle.
Soldiers and militiamen have been preparing for months for a final assault on Ramadi, and recently told residents to leave the city centre.
Ramadi was captured by ISIS in May in an embarrassing defeat for the Iraqi army.
Last month, government forces completed their encirclement of the city when they retook the Palestine Bridge, which straddles the River Euphrates in the north-west.

The move cut off IS militants inside Ramadi, about 90km (55 miles) west of Baghdad, from their strongholds elsewhere in Anbar province and in Syria.
‘Mobile bridges’ Iraqi Counter-Terrorism Service spokesman Sabah al-Numani told the AFP news agency that after troops launched their assault on Tamim, IS militants “had no choice except to surrender or fight and they were completely destroyed”.
Anbar’s police chief, Maj Gen Hadi Irzayij, also confirmed that Tamim, which is separated from the centre of Ramadi by a tributary of the Euphrates, had been retaken. It is the first significant incursion into Ramadi since the army dropped leaflets over the centre last week warning residents to leave.
It’s a matter of days to control other districts in the heart of the city,” an Iraqi army source told the BBC.

We have retaken key districts like Tamim in the west, Albu Farraj and Albu Ziyab in the north, Tash and Anbar University in the south.
The source said the key challenge now was how to approach the city centre, where roads and buildings were likely to have been rigged with bombs.

“We are using mobile military bridges to cross the Euphrates to the city centre from the north and the west as the main bridges have been destroyed in the intense battles with the terrorists,” the source added.
the US military last month estimated there were between 600 and 1,000 IS militants in Ramadi.
On Monday, the US-led coalition against ISIS said it had carried out six air strikes targeting the group’s units, weaponry and positions in the Ramadi area.

UU6837 – “Plan to Launch Lower Denoms- Hurray!”  by Mnt Goat

Hello Everyone,

Today I am going to update you on the process of the “project to delete the zeros” as I described to you in my 11/16 news letter (LINK).

On 11/17  I sent you another news letter (LINK) and everything looked so good that we thought MAYBE the CBI might even begin this process prior to early December, as they originally announced.

So today we have our GOLDEN NUGGET too. It is exactly what we have been waiting and was announced  much early than I anticipated. They are moving ahead very fast. See if you can find the golden  nugget….lol….

Today’s News

Today is Thursday November 19th.  What? – Still No RV. As I have said many times over and over to watch for the project to “delete the zeros” and other signs and our RV is close at hand. Now we are witnessing these signs and so the probability of the RV increases as each day passes.

No “secret” sources or “boots on the ground necessary to tell me this. Since they have hardly been correct anyhow over these past years.  I have learned too that using them as sources are not reliable and really are not much better that if you or I were speculating  and interpreting what was going on. The MOST reliable source of information by far are the ARTICLES and our common sense in applying them. The news from them may be a week or days late at times but even with this delay they are still far better than this GARBAGE we are getting from many of these so called intel “gurus” who rely solely on these kind of sources.

It all boils down to just plain old common sense and being diligent enough (not lazy) to get off the couch, and instead take the time to read the articles and the news that the CBI and the Ministry of Finance from Iraq are telling us. Yes – they are actually telling us the process. Are you listening?

So today’s news is all TERRIFIC and EXCITING !

Update: Currency Reform


Many already know this fact since we have seen the 50k notes on ebay for sale already. How did they get there so fast? This is a puzzle to me and most but anything is possible in Iraq.

But this is an excellent sign too that they have in fact launched the project to “delete the zeros” already and the process is now underway once again. It only confirms other news we have heard.

They are essentially picking up where they left off in 2012 (due to Maliki) and then again haD to postpone it in 2015 (due to ISIS).

Next Steps:
We simply have to wait and watch for news of the amounts of the 10k and 25k notes collected. This could take a  week maybe a month. But I am hearing it will sooner than later. Why? See article #1 below.

Detection of the Finance Committee member Abdul Qader Mohammed, Tuesday, for the withdrawal of 25 thousand dinars compared to the category of the new category issued by the Central Bank, as he emphasized that the issuance of the fifty thousand category will make it easier to deal in Iraqi dinars at home to reduce the trend towards the dollar.

Mohammed said: Pentecostal group that issued by the Central Bank does not have any negative impact on fiscal policy in Iraq.

He stressed that the Iraqi currency dealing will be closer to deal private dollars for businesses which use large amounts of money where it is most dealing in Iraqi dinars existence of 50 thousand class.

He added that the issuance of this category will make it easier to deal in Iraqi dinars to be at home in the biggest turnout of the dollar, which have an impact on reducing the trend towards last.

He disclosed that a new class is issued by the central bank in return will withdraw the class 25 000 or 10 000.

Little, the central bank announced in November 201 511 for issuing banknotes category 50 000 dinars dimensions of 65 mm width, 156 mm length and predominantly light brown except Framework decorations that took bold color were printed using the superior quality of the printing paper with A number of security and the technical marks.

Why will it be sooner than later?
Because they already collected nearly 80-90% of the 10k and 25 notes. Remember the statistics the CBI has give us in past ARTICLES?  Their words not mine. NO Hype, NO Rumors just the FACTS.

So now by the exchanging of yet more of the 10k and 25k notes for the 50k notes this will decreased yet more of the 3 zero notes out of circulaiton. At the same time the effect of the process is to decrease the money supply. Going back to simply micro-economics – if you DECREASE THE SUPPLY and  INCREASE THE DEMAND then what happens?

I quote from article #2 below – “CBI had announced earlier issued a new banknote fifty thousand Dinars category in order to complete the Iraqi Securities monetary structure, and the DEVELOPMENT OF HIGH VALUE IN THE TRADING CATEGORY.”

So we see this was the purpose of launching these new 50k notes. The CBI told us themselves

Of course the VALUE would INCREASE rise.  What is the value of the dinar? The value is expressed in terms of it’s RATE. Do we not all want a RATE INCREASE?

So at some point in time soon I expect they will hit a point they need and then pop out the new rate. Part B to their plan.

Remember I told you this will be sudden and excepted. This process is NOT a currency FLOAT as many have alluded to will happen. They will simply go from the 1166 rate to a 1:1 rate with the USD. The IMF is now  working very closely and monitoring it very closely.

Some say – “but they are only introducing yet more 3 zero notes into circulation so how does this delete the zeros?”  Won’t this cause yet more hyper-inflation? See article below.

No- it will not cause more hyper-inflation. Hyper inflation is cause by too much currency in circulation – way too much. Because you flooded the market SUPPY INCREASES and so the individual VALUE DECREASES.
We have witnessed this is Zimbabwe with their currency. If they ever reorganize that currency they will have to eventually do a “lop” to drop the zeros off their currency to exchange them.

With the Iraq dinar what they are doing is not a “lop” and they even call the project to “delete the zeros” meaning to delete the 3 zero currency out of circulation prior to a rate increase they driving up the rate and thus not do a “lop”. The CBI has told us this too. So relax all you worry warts out there………

It “deletes the zeros” because to make up a 50k note you have to use combinations of the 10k and 25k notes. For instances see examples  (2 x 25k = 50k),  (5 x 10k = 50k),  (10k+10k + 5k + 25k = 50K) etc..I really like this last example since it demonstrates that they collected 4 of the 3 zero notes and gave them back only one notes. This is a 4:1 reduction overall and a 3:1 reduction for the project (since the 5k notes are remaining anyhow we really can’t count them ).

Eventually, when the rate does change, many citizens owning these 50k notes will go the bank and exchange them too since the rate will be worth the exchange for the lower denoms that will have a higher value. So they will collect many of these 50k notes back anyhow in the long term. But you must now look more at the short term goal they are trying to achieve.

Eventually the CBI will have to tell the banks to begin launching the lower denominations into circulation  Some say this has already occurred as I write this news letter. Really?  See article #2 below. Maybe the article is late and they have already done this? We wait for the impact. Do you agree this article is our GOLDEN NUGGET of the day? It is like a WOW factor. Najib: New plans to issue new currency less than 250 dinars coin

A commission of economy and investment plans for new parliamentary Central Bank intends to implement is to issue less cash currency of category 250 dinars, and a new edition to the category of 500 dinars. ”

He said committee member Najiba Najib said in a statement seen by the agency of our economy news that “the central bank has new plans to issue a new currency less than the category of the 250 Iraqi dinars to fill the Iraqi market needs, as well as to issued a new edition of the Currency 500 dinars category.”

The CBI had announced earlier issued a new banknote fifty thousand Dinars category in order to complete the Iraqi Securities monetary structure, and the development of high value in the trading category.

I personally have not heard of any significant increase in the dinar value so my common sense tells me this has not yet occurred. But we know it can’t be long since eventually, and shortly, they will get to point when they must increase the incentive to begin collecting yet the USD too.

Remember the IMF does not want Iraq to be a USD based economy and right now it is nearly 80-90% running on USD. So they must draw-in this currency too and they will not do it with out at least a 1:1 or a bit higher rate for the new lower denominations. This is part C to the plan and the launching of the lower denoms will initiate it.

When these lower denominations are launched you can buy your bottle of champagne and put it on ice since it is not long before we, as outside investors, are at the bank.

So if anyone comes out with PROOF not rumors or conjecture that these new lower denoms are launched and in the hands of the citizens, please let everyone know ASAP. This is VERY significant.

Even if this plan is not successful (but I believe it will be) in accomplishing all of its goals we know that they have decided now is the time to move forward with this project to “delete the zeros”. We know the basis parts of the project and they may change directions but this is all VERY GOOD news for us anyway it goes.

At least we see some significant movement in the right direction…..FINALLY after all these years of waiting !

To answer many other questions as to what do they do with these 50k notes afterwards ?

These 50k notes are being used as a  temporary tool to collect the remaining 10k and 25kk notes. That is all for they are intended to do as part A of the plan.

Then once more of the 10k and 25k notes are sucked out of circulation this will justify a rise in the value of the dinars (as the money supply decreases) of which the remaining supply will be mostly now the 5k and 50k notes.

They already recalled the $50 notes early last spring remember? The 5k (also a 3 zero note) will remain in circulation going forward.

Considered the economic and investment commission in Parliament to issue a class of 50 thousand dinars, contrary to what was approved by the Ministry of Finance and the Central Bank on the deletion of zeros from the currency.

The Deputy Chairman of the Committee Harith al-Harthy said in a statement seen by the agency of our economy news today, there are large errors in monetary and fiscal policy in the country, noting that the issuance of the currency of 50 thousand dinars category was contrary to what was approved by the Ministry of Finance, and the Governor of the Central Bank of the deletion of zeros from the currency.

And that when you grow up where the currency will be weak, and will use some of the smugglers to draw them out of the country, and that will affect the strength of the Iraqi dinar.

He explained that the issuance of the 50 dinars category will contribute to an increase of inflation in the country, likely cancel after the end of the financial crisis that has plagued Iraq due to lower oil price.

The governor of the Iraqi Central Bank on the Keywords Iraq’s intention to issue international bonds two billion dollars in 2016 to guarantee from the World Bank for up to half the amount.

Keywords and said in comments carried by Reuters statements and pursued agency our economy news “value will amount to two billion dollars but the (World Bank) will ensure, say 40 or 50 percent .. will open that market more – make it wider – to attract more investors,” he said, adding that the government placed bonds in their accounts for next year’s budget deficit to finance the estimated $ 21 billion in size budget of about $ 95 billion.

Keywords predicted to be the new bond yields “a lot less” than 11.5 percent of the revenue that investors request during a promotional tour in Europe and the United States.

Iraq and appointed three major international banks to arrange the release are Citigroup, Deutsche Bank, JP Morgan Chase, but many institutional investors were reluctant because of the risks.

Update: Amnesty Law 
We are also hearing there are issues with the Amnesty law and these issues may take time to resolve. This law we know is part of the mix too in beginning this “delete the zeros” project. As the USA and UN will not allow the RV without Amnesty (Amnesty bill with certain conditions in it). These conditions are what Allawi has spoken up against in recent new media yesterday. So yes- they can not go forward with deleting the zeros project without Amnesty bill being passed and appropriate/needed conditions within it.

As usual nothing happens on time in Iraq. We will patiently see if this all works out prior to end of Nov.

The recent news as I complete this news letter today is that these issues are all settled. However, we wait and see. I do know it is very urgent to get  his law passed since if stalled it could mess up the RV process by holding it back.

Update: Oil & Gas Law
Remember I told you about these changes required in the oil and gas law that are needed by Kuristan. They want to have the “official” approval through parliament to sell as much oil and they want, as long as they also meet the Baghdad currency year budget quotas. The contention with the changes are that many politicians want to leave the oil in the ground and limit pumping only to the budget quotas.

Called the National Alliance MP Haider Alfoada, the government has to complete the project oil and gas law and send it to the House of Representatives for approval, towards resolving the economic crisis.

He called Alfoada, in a statement received / scales News / copy of it on the government to “think seriously about solving the economic problem and the solution is to send the oil and gas law to the Parliament and the distribution of part of the oil and gas revenues to the Iraqi citizen, without any exception.”

He stressed the need to “invest the investment budget for the next year in all sectors, to be Assistant to the oil resource and maximize resources,” pointing to “the need to take care of real partnership between the public and private sectors to stimulate investment”.

[Update: 2016 Budget]

Earlier this week parliament had the second reading of the 2016 budget law. They are telling us the want to complete the budget and pass it by the end of Nov. They seemed to be on track to do this by end of Now, then yesterday out pops negativity about how the 2015 budget was handled.

I quote from the article- “large frustration with the Representatives and the lack of enthusiasm to approve next year’s budget because of the government’s commitment to the implementation of the last budget items”.

Seems once again the govt is not living up to its promises and so support going forward is lessened. My take on this negativity is that there was not enough funding to complete all the projects in 2015 and so some have been delayed. Like in every government there are always the complainers but these politicians are good too since they create a sense of check and balance on the govt. My feelings are this may have little impact in getting support for the 2016 budget once explained and outlines by the govt.

I want also to remind everyone that thinks there is a ton of money remaining in the CBI rolled over from all those previous budgets (money not spent) due to Maliki and his corruption. Let me address this now since I am getting really sick and tired of hearing about this.

All I can say to these thinkers is this. THE REASON WHY THE PROJECTS WERE NOT COMPLETED IS BECAUSE THE MONEY WAS STOLEN by falsified contracts in the Ministry of the Interior etc…

So how can the funding still exist? Where does the nearly 1 trillion dollars that Maliki and his goons are accused of stealing come from?  It comes from an accumulation of years of corruption and pillaging of these prior year’s budget allocations. Remember the budget is allocated, the ministries send in contracts to transfer money to the banks for the projects. The banks release the funds based on documents. The documents were forged and counterfeited in many cases.

At the time the GOI assumed the money was being spent appropriately if audited however time proved otherwise. Anyone who knew about the corruption and tried to expose it winded up dead. So it went on and on until Iraq is  where they are today…missing money, gone!

So please STOP telling everyone Iraq is not really in a financial mess.

The head of the mass change parliamentary Hoshyar Abdullah, on Wednesday, Prime Minister Haider al-Abadi and Ministry of Finance to pledge to abide by the terms of the budget in 2016 and dealt with seriously, expressing his regret for the presence of a large frustration with the Representatives and the lack of enthusiasm to approve next year’s budget because of the government’s commitment to the implementation of the last budget items.

Said in a statement reported by the Information Office today: that the House unfortunately is not enthusiastic to approve next year’s budget, the main reason for this is the lack Abadi’s commitment to the terms of last year’s budget, as it unfortunately had a special that applied according to the views and orientations vision, and therefore the application as it pleases , and this has a negative impact on Hamas blocs and the Finance Committee in their dealings with the draft 2016 budget.

Abdullah stressed that the Ministry of Finance bear part of the responsibility for non-compliance with the terms of last year’s budget, and that Parliament and the Finance Committee did not Icoma Unfortunately, monitoring the implementation of its provisions at a time when our eyes went to the reforms.

He said Abdullah: If we look at the budget in 2015 Terms and even simple ones and least importance, we find that the government did not comply with it, have been lawsuits raise about the basic items, and today some wonder about the feasibility of the adoption of the budget for next year and whether there is a need for the existence of budget basically?

And between Abdullah, he said that in 2014 there were not offset mainly, and in 2015 there was a lack of commitment and lack of interest by the government to implement its provisions, and today we are discussing the budget law with our frustration because we, even if we were able to approval We have no hope that the government will stick to them.

He stressed Abdullah on “the need to move away the government and al-Abadi for the wrong approach, which treated him with the budget in 2015, both from the selective hand in the implementation of its provisions or other essential steps relating to the financial plan,” calling on the Ministry of Finance to “carry out their duties and assume their responsibilities in providing reports containing serious and solutions Processors realistic the current financial crisis. “

A wave of US aircraft, including A-10 bombers which can fire thousands of exploding canon shells per minute, have destroyed 116 ISIS fuel tankers near the Iraqi border in Syria.

The operation at Albu Kamal (the Iraqi side of the border is Al Qaim), code named Tidal Wave II, targeted a gathering of tankers moving crude oil in a move avoided by the US so far.

To date, the US has been concerned that many of the tanker drivers are Syrian civilians desparate to earn a living, but this time the risk to life was minimised as the US planes dropped warning leaflets ahead of the strikes.

Further US operations now focus on not only destroying ISIS oil infrastructure, but ensuring that spare parts are destroyed as ISIS attempt to repair oil installations.

The strikes are expected to deny the group a significant portion of its income, as Syrians desperate for fuel buy it from ISIS, while unscrupulous traders have also been purchasing it in areas next to ISIS controlled territory.

First I need to clarify one point someone spoke of in a forum. They said that the new 50k notes were already for sale on ebay so they would then have to already be launched in Iraq. Really?

I think this person better go back and recheck again before they go of half cocked and make some stupid statements like this one. Common sense must prevail. If you know the basis for these notes and how Iraq intends to use them you should automatically know they will never be sold in the auctions and end up on ebay, especially not at this time, nor could they. So please rethink before you talk, think! I have included, once again, an explanation of these new notes today and how they are to be used.

There is a lot of negativity in what process is about to begin very shortly. Be careful who you listen to.  We are about to enter the most critical period EVER in this entire investment period. I will explain it all in today’s news letter. But make sure you read the entire news letter. Many of you go off half cocked after only skimming the news and do not really absorb what is being said and the tone of how I say it. It is being all done intentionally. Then later you have so many questions and usually the answers have all been given to you only you want to spoon fed- you are lazy. Instead no babies here and I refuse to spoon feed anyone. Update: Needed Reform Laws

So in my news letter dated 11/9 (LINK),  I gave you a laundry list of reform laws and what is left to accomplish (if you needed a laundry list). I gave you the following list below. Now let’s see where we stand today.

-Amnesty law – second reading completed, 14 point of contention need to be resolved.

-Mandates of the three presidencies (second reading was completed on 11/12)

-Accountability and Justice law  TBD ( suspect this will happen in the next couple weeks, we await in anticipation)

-Final announcement of the Federation Council law TBD (again we await in anticipation)

-Final report card and unity meeting for the mandate for Reconciliation called the “Reconciliation Conference” in articles they told us they were targeting to conduct this conference in mid December. Targets usually mean just that and can be moved forward or back depending on progress. Why did the pick mid Dec? Take a look at all these other dates of planned activities concerning currency reforms.

-Dealing with Maliki and the Iranian influence – See article below. The question is – will Abadi still want to prosecute Maliki and his goons within Iraq or release him to the ICC?

International Criminal Court decided to refer the Iraqi Prime Minister Nuri al-Maliki and a group of his senior aides to court on charges of genocide. Mr. Mohammed Al-Kaabi spokesman for the Court for the Middle East said that one of the associates of al-Maliki, who Torteurahalthm to court Gen. Farouk al-Araji, director of al-Maliki’s military office and Lt. Gen. Ali Ghaidan, commander of ground forces and Saadoun al-Dulaimi, the defense minister and the agency, Adnan al-Asadi senior agent Interior Ministry and intelligence chief Zuhair Gharbaoui team Qassim Atta, director of operations at the intelligence service and the team called Hgati head of the anti-terrorism device. He revealed that the Court now has complete files crimes committed by al-Maliki and his aides, including the genocide in Anbar and Kirkuk and the blatant violation of human rights and to follow the brutal methods of torture and violation of freedoms of citizens and contrary to the Geneva Conventions and the Charter of the United Nations and international law.

Update: Currency Reform

I have said that only when you see these events (golden nuggets) could there be a strong indication of an upcoming RV window of opportunity. Such signs as news of launching the new 50k or 100k notes, articles about increasing the value of the dinar, distributing the lower denominations and coins, news of going international, deleting the zeros, putting the currency on a float vs fix regime, re-launching the tariffs, etc.

So now we see that almost all of these events that I mention they have begun to address in some form or fashion over the last 2 weeks. This was all amazing news and all in such a short time period too. You know what let me tell you a secret- IT IS ONLY GOING TO GET BETTER!

Are you now convinced they are working hard on trying to figure out what to do with the currency?  We can see something is about to happen in the not so distant future. There are many reasons why they are pushing so hard for a December timeframe.

But we need to look at the timeframe once again and know why Mnt Goat is saying December. So let’s do that then.

So first the logical question to ask is this – Did Iraq give us any timeframes for launching any of these projects that affect currency reform?

I included a summary below from our 2 weeks of reporting.

So after reading this entire news letter today you be the judge when the RV might have a probably timeframe to occur.

1.    launching of the new 50k notes –articles told us the CBI issued these notes to the banks already and they plan to launch the use of them beginning in early Dec 2015. Wow- Just weeks away!

2.    launching of the new 100k notes – article told us the CBI will issue these notes to the banks in early 2016 sometime. I will explain this to you too as to why they are doing these later.

3.    resuming the “project to delete the zeros” –  in March 2015, the CBI told us this project was postponed until early 2016. This was due to ISIS attack. We have not yet heard any definitive timeframe to resume, however there has been amazing discussions about this project in recent articles from economists and financial experts advising Abadi and the finance ministry on what to do. I suspect they will be telling us shortly what they have decided to do.

I now believe this project is being moved up from 2016 into 2015. We wait and watch.

4.    distributing the new lower denominations and coins – no definitive date on this yet however the CBI has told us these notes and coins are at the banks and ready to go. We also know the last shipment from the USA has arrived and many banks in provinces formerly held by ISIS now have these notes. There is a plan to deliver them to Mosul and surrounding regions too once free of ISIS. They are targeting this by the end of November. Then this project will be completed. They must launch these lower denoms when they begin launching the 50k notes. They are interconnected events.

5.    deciding the currency regime for the new IQD – articles told us the best solution is a ‘float’ regime.
I presented an article to you on this topic already as proof. Did you read it?                      

6.    re-launching the Customs and Tariffs – in articles they have told us they plan to do this in early Dec 2015. Coincidental this is the same timeframe as the launching of the 50k notes?

7.    re-launching of the Sovereign Bonds – we know the first launching was disastrous as the premium Iraq had to payout on the bonds was around 20% due to the low risk of a low sovereign credit rating. How can you make any money this way?  So they decided they would cancel this current bond drive at the end of November. They also told us they plan to resume the bond drive in early 2016. Why would they do this unless they plan to upgrade Moody’s and Standard and Poor’s credit rating to reduce their payout yet stay competitive?

8.    Completion of the 2016 Budget – in articles they told us the first reading was conducted last week and the second reading is planned for today, Monday 11/16. They also said they plan to vote on the budget on Thursday is all goes well. There is also a “basket” of laws coinciding with the budget they also plan to address on Thursday. They did not tell us what these other laws were. Could they be some other golden nuggets we have been waiting for? Do they plan to begin the new year with a new currency? We will wait and see.

More Recent Golden Nuggets

So we heard news last week that the CBI fully intends to rollout the new 50K notes in early next month (December). We know that they need a significant increase in the dinar value to force the launching of the lower denominations at or about the same time. Why?

Lots of questions everyone is asking about these 50k and 100k notes. So let’s look at what is going on here. Why would Iraq have to RV on or about the time of  launching these new 50k notes? First let me say they do not have to RV but just increase the value of the dinar significantly from the 1166 rate so right off from the start this is where people are getting very confused about coming out at a low rate. Lots of reasons for the 50k notes.
So let’s explore these reasons today and see if I can assist you in understanding what is about to happen and how it will all transpire. Also please read article below on this topic for more explanation.

1) First let us remember that we have positive factual evidence that the CBI began the RV process back in 2012. This is not rumor or conjecture it is FACT!

2) Second we know that prior to 2012 RV timeframe, the CBI started the project to suck in the 3 zero notes off the streets of Iraq. At this time they reported that nearly 75% of them were collected. This is FACT!

3) Third we know they have not and will not distribute anymore of the 3 zero notes since 2012 and we know the CBI has let more US dollars back into the Iraq economy to supplement the currency shortage. So Iraq is running mostly off of US dollars today. There is a ratio of US dollars to dinar being allowed by the IMF. They are being lenient and cooperative in the CBI plan but they have already told Iraq to correct this situation since the ratio of US dollars to dinar is not proportionate as allowed since Iraq will stay using the dinar.

Then we know (cause we read articles on it) earlier in 2014 a law was passed prohibiting using US Dollars   but again the IMF overlooks this imbalance in currencies for the time being. We know that since 2012,  the CBI in cooperation with the banks, has run many programs to sucker in yet more of the 3 zero notes out of circulation. Many thought then that these programs were the RV and Mnt Goat to keep stepping in to help correct all this RV nonsense. Some still continue this nonsense for every weekend even though I try desperately to help then to avoid all this unnecessary hype and rumors. The CBI reports now up to 80-90% now are gone.

4)Fourth we must go back in history as they recently told us that the project for the 50k and 100kk notes goes back to 2006 thus it is not new and has been planned all along. Next they told us recently the connection with the “project to delete the zeros” in that the one of the reasons for now launching the 50k notes is to attempt to suck up the remaining 10-20% of the 3 zero notes out of circulation and force the lower denominations to be launched. Why would this force the lower denominations to be launched?

5) Fifth we know that (as I just told you above too) that there is a ratio of allowed dinar to US dollars. So since the 50k notes will suck up yet more or these notes, the void gets larger and thus the ratio of US dollars increasing which will grossly violate the IMF restrictions  on the use of the US dollar. So this is the time when the pressure is exerted on the CBI to do something. So they only thing they will be able to do is launch the lower denoms to offset the ratio thus satisfying the IMF.  So have you heard about a CBI MECHANISM to launch to lower denoms?  Did you ever wonder what the hell this mechanism could be? Well this is it.

Of course the CBI just doesn’t give out FREE money so the local banks will have to collect in the 3 zero notes and use them to pay the CBI for the 50 notes. To prime the pump the banks would buy these 50k notes using the an I.O.U. They CAN NOT initially us US dollars to purchase them. Later post RV they can. Initially the CBI wants for force the collection of the last of the 3 zero notes and later force the collection of  the US dollar. The local banks are the instrument/tool to do this. Nice strategy is it not? But remember the liquidity problem,  so this all has to be done in a VERY SHORT PERIOD OF TIME and can not continue long. They need cash in the banks to loan out. This MUST happen suddenly and briefly. The timing has to be perfect.

For instance: they would give the CBI any combination of the 5k, 10k or 25k notes for a new 50k. (5 x 5K = 50k) or (2 x 25k = 50k) or (10k +10k + 25k + 5k = 50k) just as examples.

So the banks must come up with a plan as to how to sucker the people to turn in the last of their dinar. How will they do this? They must pop out a rate of the dinar (3 zero notes) higher than the US dollar. So the 1166 rate will suddenly and unexpectedly shock everyone one day and go way up to probably around 90 cents to just over $1.00 on a float. This is not yet the RV. This is not yet international. So keep this in mind. This is VERY IMPORTANT. This is where many will get very confused in the process. But you know better now since yo have faithfully been reading and keeping up with this RV saga with Mnt Goat.

You may not even hear about this sudden process too much. This will be the waiting period for us and we will all be very anxious. The rate will not yet be on the exchanges. This is purely another “sucker” rate. They will run this campaign for 4-5 days (or as long as they need it) then pop out the full RV about $4.00 + rate.

Meanwhile the new RV rate $4.00+ will be at the banks and I am hearing the US treasury may even begin exchanging to internet dinar holders and anyone knowledgeable of this process much early before the official RV going to the exchanges. Thus begin this process when Iraq first gets the 90-$1.00 rate. Everyone else will get the news when it is announced and they go into the banks when it does get posted on the exchanges. They will be surprised at such a high rate offered since they would already have heard of only a 90-$1.00 rate in Iraq. Many will be very confused. But you should not be confused since you know now what to fully expect.
So what do you do? For me I am going after the highest rate possible and will wait until I am called to the bank for the $4.00+ rate. But I warn you ***** CAUTION***** there will be charlatans and scammers everywhere trying to exchange your dinar for the 90-$1.00 rate so be careful and know there is a much better rate offered at the banks even though it may not yet be on the official currency exchanges.

So in the long run what will the Iraq banks do with these 50k notes once they have purchased them from the CBI?

There is a mandate from the CBI to banks that they will use these new 50k and 100k notes for very large inter-banking and commercial transactions since once they collect all the large old 3 zero notes they will no longer have the very large 3 zero notes for this purpose( 5k, 10k 25k). The 50k notes will coincide indefinitely with the new lower denominations ($5, $10, $20, $200, etc) in circulation as the new Iraq currency going forward.

I also want to point out in the article below we have most of the evidence of this plan I just talked about above. It talks about the 50k notes and with it (in the same breath) talked about the “project to delete the zeros” and the postponement of it in 2012. In this article they tell us this project of the 50k and 100k notes goes back to 2006 and so it too must have been ready back in 2012 to launch but it was held up. This seems like a very good summary to me. Why did we then hear that they were just printing these notes now if they could have launched the project in 2012? How could the notes have been ready in 2012? Let’s do a time warp back in history.

This is not really that big of a puzzle to solve if you had been paying attention to this RV saga as long as I have. I come to help everyone understand the puzzle but many simply do not want to listen. Will you listen?

Way back in the year 2011ish they told us they would have to re-design these notes to have Kurdistan representation on them. Back then they even told us this would be done in 2015 but we did not fully understand what the hell they meant since surely, we thought, they would not wait this long to RV. So now this year we witnessed this being completed and we read articles on it.

Here is what they also told us about these 50k notes and its association with the project to delete the zeros and I quote from the article – “And a project to delete the zeros and repair system of cash payments, Economic Adviser to the Prime Minister said, he has seen bickering prevented obtaining the support and recognition of the Council of Ministers in 2012”.

This is again another indication of their intent to continue the project to delete the zeros (and RV their currency) in close proximity to launching these 50k notes way back in 2012. So now they have decided to go forward once again.

I know this was a lot to read just for me to make my point and prove to you the connection between the launching of the 50k notes and the RV and the entire process. But it is a process and if you want to truly understand it… then go read my above explanation. There is absolutely no one else who has explained it or can explain it in this much detail to you because no one has the friends at the levels I do.

But even getting this plan first hand from verbal contacts it still does not make much sense until you can associate it with what Iraq is now doing. This takes being able to read the articles and make sense of them. It means remembering past events and associating them with today’s articles. Remember “it’s not so much what they say but what they do” and this is the context of this saying. But this saying does not mean you ignore the articles and you are simply ignorant if you do and you will never figure this out if you do.

Also most are simply much too LAZY to read the articles and make all the connections to what is now happening in IRAQ (and told to us in the news) to even begin to see the big picture of this puzzle. Many have asked me for the overall plan. Well I just gave it to you. NO Hype, No Rumors and just the FACTS.

Many just get dribbles and drabs of intel and they have all they need to put it together only if they would get their  noses into the articles and READ,, READ,, READ !

Economic Adviser to the Prime Minister said the appearance of Mohammed Saleh, that Iraq needs a central bank issuing cash paper of 50 thousand dinars category, to shorten the transaction, given that the country is dealing cash payments and no credit cards in circulation in the West Kalveza CARD or MasterCard and other cards and instruments.

And Saleh, in an exclusive interview with Radio tow, that the issuance of the largest category of cash, is a financial project put forward since 2006 at the Economic Commission (in the cabinet), which is currently equivalent to about $ 46 (depending on the exchange rate), explaining that the major Iraqi currency accounted for 90% of banknotes, so the issuance of 50 thousand class will strengthen those currencies and contributes to the shortcut transactions.

And a project to delete the zeros and repair system of cash payments, Economic Adviser to the Prime Minister said, he has seen bickering prevented obtaining the support and recognition of the Council of Ministers in 2012.

He believed that the new currency version of the 50 dinars category, will reduce the cash currency carry on the citizen, as it reduces the count sorting and storage operations in the banks and therefore the consequent cost private said it was “very high”, adding that it would push for raising the efficiency of the system of cash payments .

Saleh expressed surprise at the criticism directed some resolution version of this new category, and called on them to not to dwell in the affairs is not their specialty, and expected formally awarded within the circulation and salaries early next year.

Folks it is really that simple. These notes now are in the vaults at the banks but not yet being able to use them until the CBI gives them the go ahead. They have been instructed as to how to use and when.  They are telling us they plan to launch these what I just described to you above in early December. So now based on everything I just told you – When DO YOU THINK  the RV might occur?

So I hope we clarified this topic of the 50k notes once and for all and gave you some more insight on how they plan use them in the overall BIG picture?

Why are they waiting till 2016 to launch the now 100k notes?
They do not want to put these notes in circulation as of yet until the economy is running smoothly. As the need arises they will launch them but the process and intent at this time will be much different. First the intent in 2016 will be to collect as much of the US dollar as possible out of circulation and back to the CBI. So the banks will pay for these by using US dollars on-demand from the CBI. Secondly there will be a need for them as the economy grows and the value and volume of transactions increases.

Next I am presenting an article on the activation of the Tariffs once again. This is really the GOLDEN NUGGET of today.

Remember I told you this is another one of those GOLDEN NUGGETS to look for in the future. Well here it is. Amazed? You should not be since Mnt Goat told you to look for it. So in this past the launching of the tariffs was a flop and now we see them try this again. They will make damn sure it will be fully successful this time. The only way it has a chance of success is to RV the currency first. Why RV first?

Like I told you in prior news letters they can not correctly calculate the rates to charge for the tariffs manually and need to tie into the automated IMF system, which they have told us they already installed and linked to. The IQD rate must be on the GLOBAL exchanges worldwide. This system does auto payments and billing. It is a state of the art system and with the amount of flow of goods into and out of Iraq it would nearly impossible to prevent corruption and maintain any sense of order, tracking and billing in this process.

So bottom line is in the article below they are coming right out and telling us and I quote from the article – “the activation of the customs tariff law the middle of next month”.  Why in the middle of next month then?

Said economic expert on behalf of Antoine, Saturday, that the activation of the customs tariff law the middle of next month to protect the consumer, while stressing the importance of activating the role of the state industrial projects and private sector projects will contribute to raising the Iraqi economy.

Said Antoine L / scales News /, that “calls for the development of the industrial sector for the purpose of dispensing with foreign imports and the formation of labor and the provision of local goods in the markets serve Iraq’s economy and the private sector”, stressing that it “needs to be legislation and laws, including the activation of customs tariff law.”

He added that “the middle of next month, there will be enabled to customs tariff law to protect the consumer,” noting that “there are those who try to block the activation of local industry and are taking advantage of the delay of the new changes and development of the country’s process.”

And called on the government to “expedite the rebuilding local industry and the granting of loans to the private all kinds for the sector to move up important level and provides jobs for the unemployed,” adding that “local industries significantly contribute to the lifting of Iraq’s economy, especially as the activation of the role of the industrial state and the private sector projects the economy will grow more than 15 % GDP of the industrial sector “.

Update: Reforming the CBI

I have not given you an update on the cleaning up of the CBI for a long time. We know this is necessary going forward into 2016 in running the economy. Abadi will not let a proxy governor run the CBI with Shiete dominated policies from Iran, as Mr. Ali Mohsen Ismail seems to want to do. So here  is yet another attempt by Abadi to bring down the current proxy governor assigned by Maliki to run the CBI. Abadi is playing dirtly now the same legal trick Maliki played to get Mr. Ali Mohsen Ismail installed at temporary proxy governor will also get him dismissed. Don’t believe me? Wait and see how it all plays out. Dr Shabibi will be coming back and it will be announced his return as the full time governor of the CBI.

Dr. Haider Abadi instructed the governor of the CBI to open an urgent investigation the disappearance of $ 10 billion of central bank reserves under the previous government.  Al «morning» from a senior government source, who asked not to be identified, said that «the prime minister instructed the Governor of the Central Bank and the Agency on the Keywords to open an immediate investigation into the disappearance of 10 billion dollars from the Iraqi Central Bank reserves of $ 67 billion and decline to $ 58 billion without giving reasons at a time when the Iraqi financial market and dollar exchange rates are stable at the time.

The source confirmed that the Prime Minister expressed his commitment to comprehensive reform and the fight against corruption, according to a recent statement issued announced the issuance of new packages, respectively, as the face of open past and current files of corruption under the supervision of a higher committee to activate the principle of  reforms.

Abadi also pledged, in his statement, to hold accountable corrupt and bring them to the judiciary and to recover the people’s money at home and abroad, calling on the judiciary to the adoption of well-known judges of integrity to investigate and prosecute corrupt.

He said that opening the files of corruption is an important part of correct government course of action which is made parallel to make decisions to improve the financial and political level, and that is consistent with the higher good reference calls and a wave of demonstrations in Baghdad and a number of pro-reform and tackle corruption in the country that led to the lack of services institutions provincial measures.

He pointed out that al-Abadi source of difficulty in the implementation of the decisions and the package of reforms, calling it «a difficult task in light of the challenges faced by the country», hinting that there are parties «unnamed», he seeks to thwart his steps and try to question his ability to reform an undeclared categories feared damage which may cause its interests as a result of decisions taken recently, however, the prime minister stressed his commitment to the reform process and that he would not preclude the implementation of any party but to the Constitution and the law.

Hello Everyone,

I know I may sound like a broken record about Iraq resolving this corruption and terrorist issue but this is the stage Iraq is in right now. It will take a couple more months to resolve. The progress is slow but sure.

You will see more major resistance to the reforms to come. It will be coming from those who have the most to lose including the  Dowa party, Shia Block, Maliki and his goons. However, the three presidents are staying firm and on track in the direction they need to lead the country. So far no assassinations of the “good guys” in this saga. This is the good news of today.

We need to have the “full” Reconciliation Conference. This will be the grand finale. RV about that timeframe.

This is the plan.

Today’s News

Today is Monday October 19th and still no RV. Can we expect to see an RV soon?

No! I can tell you with all my heart and soul there will be NO RV until at least early January 2016. Again I will say this is only if Iraq can meet and fulfill its promises as part of the future process and plans for Iraq. Can they maybe accomplish their commitments prior? Maybe but come-on folks! Let’s get real- Okay can we do that? Is Iraq ever on time?

Since when has Iraq ever accomplished anything on time, except maybe the anti-money laundering and terrorist law and this was a total amazement to all. So if they can do this then why can’t they always be on time? Sorry I do not have much faith in them as long as the Maliki syndrome is still present. It is part of the legislative bottleneck.

We are definitely now on track for an early 2016 opportunity. I have come to this conclusion now. We will not see any significant opportunity until this timeframe. Sorry folks, this is life and we must live with it. We can certainly not control Iraq but the UN and the USA can certainly try to prevent any major mistakes again. They will not let the RV go until they know darn well Iraq is ready.

You have to see it clearly now. Since the Maliki syndrome (this is what they call it in D.C.) they are being extra careful on how they handle Iraqi politics and are being forceful and more demanding of Iraq than ever before.

But they know they must handle this situation with “kid” gloves. The last thing they want is a bloody civil war and they almost had one too with many thousands of Sunni’s joining ISIS (who got the momentum going last year). ISIS did not just suddenly cross over into Iraq on June of 2014. The government of Maliki knew very well its presence was growing and would someday be a threat. Yet he did nothing to stop it. Why?

He knew he was losing support and probably would be forced out of the prime minister office for a third term. So ISIS was a tool he used. Something is his back pocket to try to manipulate  1)instruct  a coup de’etat to forcefully against the government; 2) start a civil war thus creating the needed chaos for a takeover. We  know the coup did not work and we see the slow dissolution of the ISIS threat.

The PTB are not going to let this country get out of hand again. I can assure you of this.

Why do I say not until early 2016?  I will tell you, but not because there will be those insisting on bashing Mnt Goat for bringing you the reality of the situation. I will tell you the news because I care about each and every one of you dinar holders out there. I know the news is confusing at times but it does not have to be. You have simply been listening to the wrong people.

In fact I have been telling you all along and leading you to a 2016 date only many of you can’t read or refuse to take some time out of your busy days to learn. This is not my fault. I have presented the evidence many times already.

Many will now  tell you I can not back up my claim with FACTS for this 2016 timeframe. They will tell you I am just all talk. Really?

Then what did I bring you in my last 50 news letters over these past 4 months if not FACTUAL information? It is not one single event as many want to peg to this RV situation. The RV is a culmination of having the level of stability needed. There are many factors involved and it is not as simple as looking as some bank screens for “pending” rates or hearing gossip from some important meeting.

Oh- but you didn’t take the time to read all my news letters? Can’t be bothered since they are too long? Oh- so you are now ready to bash Mnt Goat but in fact you really don’t even know what she had presented to you over these last four to five months. Shame on you!

So are you really concerned about the truth anyhow and just want to be bash, hype it up and get on that roller coaster ride again. Sorry no roller coaster here to get on. I will pass on all that nonsense.

No hype, No rumors, just the FACTS.

As I have stated before, I know the overall plan. I have been sharing this plan with you and have given you many golden nuggets and bits and pieces of it along the way. Have you been paying attention? There are more in today’s news letter.

So for all those that want the FACTS to backup my now FIRM claim that we will have to wait to at least early 2016 for any solid opportunity of an RV, – GO AND READ MY LAST 4 MONTHS OF NEWS LETTERS.  (Link to Mnt Goat Category at Recaps)

I have one prime example as to how these supposedly responsible people (so called intel “gurus”) bring you the news and put in their twisted nonsense to the news. So last week we read articles about the CBI offering gold to the citizens of Iraq. In articles they tell it is to assist in resolving the “liquidity” problem in the banks. Their words not mine. Nothing more. So how did this turn into a RV tactic all of a sudden. Let me explain this nonsense and put some clarity on it for you.

First lets talk about this liquidity problem. How many articles must we read on this topic before we understand it. I will put it to you simply. If the citizens have no money and there is little investment as in new businesses then  where is all the money for deposits in the banks going to come from? Did I mention too that most citizens don’t even trust the banks.

How many other articles must we read that the CBI is attempting to stimulate the banks by  shifting over billions for government loan money to small businesses and agriculture. To formulate a prosperous economy it does not just happen. You need to stimulate it and prime it but at some point it must take off. How many times can they keep priming it?

The people simply need money in their hands. The money can not just keep coming from government handouts (which are 3 months late now anyhow due to the economic crisis and budget deficits). So where will this money come from so the banks can loan it out. What are the quality of these loans too on the ones they do make? Are they investment loans or people trying to “survive” loans (loans to pay bills while they wait 3 months for the payment of salaries and pensions)?

Investment loans can increase yet more deposits in the banks as the businesses grow. Survival loans ultimately do not get repaid if the economy does not pick up. They drain the bank usually poor lending decisions.

Can you see the cycle Iraq is in?

Two important questions – How will the CBI increase the liquidity in the banks (increase the money to loan out) and  how will they increase the “quality” of the loans?

They tried increasing revenues with the tariff and customs implementation. Just recently they admitted openly this will not succeed unless they have a significant increase in the value of their currency. (I too told you this when they first announced the tariffs).

Next they tried the sovereign bonds drive. This too could not work since they do not have a very good international credit rating and thus the needed payout is too high. So now we see them attempting another gold sell off. This is directly aimed now at bringing money to the banks instead of moving yet another billions more from the CBI.

Many have said this is aimed at pulling in yet more of the 3 zero notes in preparation for the RV. Really?

So what planet do you live on? Are we talking about the same articles here? I can assure you almost 90% of all 3 zero notes are gone already and out of circulation in Iraq. The economy is now running off of the US dollar. The IMF does not like this and is telling Iraq they have to Jan 1st 2016 to get off the US dollar or else.

In other words they are kicking Iraq in the pants and scolding them for taking so long in this conversion process from the old “provisional” post war currency to the new permanent middle east dinar.

So this gold offering will be purchased and paid for with US dollars NOT so much dinars. This is good and it will help to bring in the US dollars off the streets too but in the long run will have little impact on anything except to increase funding in the banks for more money for healthy business loans, thus increase bank liquidity.

Everything is not about the RV!

As I will keep saying – the RV will be the result of the measures being taken for stabilization in areas of politics, the economy and investment opportunities. Most citizens do not even now the RV process is already in play. All they know is they are getting off the 3 zero notes and on to the US dollar. Many think they will be staying on the US dollar so why would they be protesting asking for the long awaited RV? Does not even begin to make any sense. The RV and the launching of the lower denoms will be a surprise for most.

Called for a specialist in economic affairs Raad Twigg Iraqi Central Bank to stimulate and resettlement of savings among the public, returned the bank savings in Iraqi dinars to the public bond issue at interest rates lower than the interest rates of long-term part of the proposed economic solutions that represent solutions that work automatically in crises. Said Twigg in a press statement that “the bond issue in Iraqi dinar is one of the monetary policies that make public a tool of monetary policy tools, which in its importance makes the central bank has a control range in the demand for money and displayed”

He pointed out that “this process must be sustainable and not be limited in time of financial crisis, “noting that” this can increase the Savings awareness and then awareness of the bank, which would be an increase in rationalization consumer indirect and enrich the Iraqi market financial instruments and the possibility of the central bank to use this policy in withdrawals and pumping cash and drying part of monetary stability and reduced worker speculation. “Predicted Iraq’s draft budget for next year in 2016, a deficit of 29.4 trillion dinars (25.81 billion dollars), which proposed the budget size of 113.5 trillion Iraqi dinars (99.65 billion dollars)

I will also say eventually the US dollar will be pulled off the streets when the new lower denoms dinar are issued. But the lower denoms dinar must be worth more than a US dollar to be successful. So much for the RV 90 cents debate. Would you hand in something worth more to get something of lesser value? At this point there must be a significant incentive for the people to get of the US dollar.

Now let’s get to the second question – How will Iraq increase the quality of the loans?
Oh – does the pending Investment law sound familiar. Oh- could this be the mechanism….lol…lol….I am being sarcastic since I know this is the mechanism.

So why is it taking so darn long to get this law implemented? We heard that last Tuesday 10/13 was a date set for a final vote. Now we are hearing that today could be the day yet I do not see it on parliament’s agenda.

Anyhow the told us the issues with the law are being worked out and we should expect to see it shortly. Seems each time they attend or sponsor an investment conference the aftermath is more amendments to the law. Is it now ready? I do not see any more of these conferences scheduled so maybe they are really done.

We hear about more corruption exposed as they audit the second tier community banks for money laundering and found it in many.

We heard about the Iraqi authorities have called for the arrest of Trade Minister Mohammed Abdul Kareem and his brother following a corruption investigation, judicial spokesman Abdul-Sattar al-Birqdar said on Sunday. Two officials at the trade ministry’s legal section said the minister faced charges related to accepting bribes, receiving illegal benefits, and misusing his position.

We heard about Abadi asking to remove old posters of Maliki in and around Baghdad. Of course the Maliki goons protested but it won’t make must difference. They will be removed. They claim he still holds political position as heading the Dowa party. This position too will soon be taken from Maliki.

It’s mid month already and still many salaries not yet paid. The protesting continues once again and is heating up.

Update: 2016 Iraqi Budget

So another year has almost passed and still no RV. Yes, a new Iraqi budget and they did open the 2015 budget and did spend it and still no RV. I can assure you of this.

So where was the dependency on the RV to open and spend the 2015 budget? We all heard this nonsense from the intel gurus.  I do not get it. Again just foolish rumors with no FACTUAL data to back it up. So let’s not go down this rabbit hole again for the 2016 budget…..please…..

What we should be concentrating on is whether there is a deficit and how they will fill the gaps. I believe they are attempting to align many events together and the 2016 budget passing parliament is one of them.

So the DRAFT 2016 budget is completed in the council of ministers and was passed on to the parliament today. They tell us it will take a 30 days to look it over and debate it. This brings us to late November…hint…hint…

We also know the Reconciliation Conference is not yet fully scheduled but they are talking about early December…hint..hint…

Hello Everyone,

Lots of big news to report today. I am sorry but the news letter is very long again. I just can’t help it either. I do select only the most juicy articles to bring to you.

Believe me I could have written a book today for you. It has been an interesting weekend about this Iraqi dinar RV and so I want to tell you about it.

In my last news letter dated 10/2 I asked the question if the relative quietness of this past week could be the calm before the storm. Was the spigot about to open and pour out some juicily news to us?

So the spigot did open up. Today I am going to present a case to you that Iraq, under pressure from the citizens and the religious authorties, is now beginning the progress of going after high government officials on corruption charges.

We all knew this would begin someday and so the day is now here.

There is also some great CBI news to share today with you and an updated on the Investment law. I have included the articles below.

Today’s News

Today is Monday October 5th and still no RV.  So today I want to bring you the Iraq dinar RV news in its truest sense. No hype, No rumors just the facts.

Let us begin today’s news with the major theme of the recent headlines from many articles.

The overall theme is corruption and the needed pressure to fully implement the reforms and do them fairly across every aspect regardless of seniority, wealth or ranking position. This is what the protestors now want.

They cry out and ask “why have you not prosecuted the “culprits”. “,  meaning the instigators of this corruption? Seems upto now the government has only gone after the “little” guy.  This at least is the perception of the average citizen.

So now even  the religious authorities speak out and support what the people want. So this is what they are going to get. This is the momentum Abadi wanted and needed to go forward  fully to the end with his reforms on corruption. Get ready its coming.

So the golden nugget of this week is to finally bring us a conclusion to what we have been waiting for the most for so long – the trial and the sentencing of the political menace Nori al-Maliki  and his final demise. Will this finally happen?

To many of these alleged corrupt Iraqi officials,  the government has already suspended their passports and put them under house arrests. It is round up time…….lol….

But do they need the Accountability and Justice law first before they begin these trials? Some say this is the next step and so I believe it too.

Just in case you forgot I will remind you once again of the fact that I have said repeatedly told you that “there will be no RV until Iraq deals with Maliki and the Iranian political influence in their affairs”. So another item being taken care of getting us that much closer to the political stability needed to give us the RV.

The USA and UN have told Iraq either they will deal with Maliki or Iraq must. Iraq stated they would do it their way and this way took much longer but creates much more political stability.

So the plan – The citizens had to be slowly prepped and the corruption publicly exposed.  Iraq agreed to a timeline and this timeline has expired. Either way Maliki must go and will go shortly.

Okay so where is Mnt Goat going with this article below?

I am presenting this article to help you understand the position that the Anbar / Mosul region is in. There have been many articles over these salaries in the recent past.

Did you know one reason the government stopped paying the salaries in these regions is due to the terrorists?

They apparently have been forcefully taking the money from the citizens once paid and in some cases the citizens join the organization willingly an would forfeit their pay to ISIS. So to stop the flow of these funds to ISIS they simply stopped the payments. Recently there were street crowds cheering in these rallies for their money.

So let me clarify. These rallies were not about the RV I can assure you. It was about these promised payments.

These so called intel “gurus” want you to believe something different to try to connect these events for their own proof of a pending RV.  I wish they would stop confusing the facts. It was instead just for the payment of their pensions and salaries as promised by the government.

So now they got paid. So this may be an indication of the stability of these regions or did they pay them to prevent more from joining ISIS ?  We wait to see.

Okay now we get to the second part of the BIG News of the day, some golden nuggets to share with you with two articles below.

Following this section on the CBI update I talk about the Investment law and how they now plan to vote on the law in parliament on Tuesday 10/6.

Does it make sense then that they would also now roll out billions of dollars for the development of the banking sector at about the same time? Seems they really are trying to kick start this economy or “activate the private sector” as many want to call it.

Also I want to reinforce something to you now once again. DR Sinan Shabibi must come back to manage the CBI officially before any RV can occur. I have stated this in the past and I am firmly standing once again behind this statement. The new prime minister has asked DR Shabibi to come back to the CBI and DR Shabibi gave him his answer. This took place months ago. Now we are seeing Abadi finally begin to address the CBI an clean it up.

So this will clear the path thus allowing the governor of the CBI complete autonomy to manage the delegated responsibilities as in the CBI charter. I am now hearing we might even see Dr Shabib come back this week as they are planning to make a formal announcement of his return as heading up the CBI (officially) once again.

Do you think he may pick up the progress on the currency reform from where he left off in 2012? It is very possible this may occur so be ready for some surprises in the next couple weeks. We might just see the new coins and  lower denominations launched very soon.

I find it also funny how economists should come out now, once again and talk about the life span of the 3 zero notes and how they must be replaced soon in the project to delete the zeros. Is this coincidental?

So what do you think he will do once Dr Shabibi is back at the helm? What is the main responsibility of the CBI according to their charter –  Stabilize the dinar exchange rate, manage the monetary policy and manage the reserves. 

All of these responsibilities have not been fulfilled correctly under the proxy governor, as set up by Maliki as they were not the intended goal of this proxy placement. We have see the exchange rate fluctuate randomly and almost uncontrollable over the last couple years. We have see almost 30 billion dollars depleted from the CBI reserves. We have see a complete postponement of the project to delete the zeros. All these trends must be reversed and will be reversed.

[Update: On Reform Laws]

I have some amazing nuggets of information for you today on the status of some projects in regards to the reforms. First let me say that the Investment law is going to be voted on this week. Hurray! Iraq really needs this law. This law goes way back years ago, when Iraq had their multi-national investment seminar. Resulting from this seminar were many of these recommendations made to Iraq. They are finally going to implement them.

So now this opens the door to the private sector. A better way to say it is “activating the private sector” as many like to use this term. It is about to begin and I am jumping for joy. This did not have to take place prior to an RV however we are glad to see it since it shows us the commitment of the GOI to moving forward towards creating a sound economy which could only mean they would have to RV at some point very soon after activating this law.

So here are some basic points of interest in this law:

In conclusion I just want to make something very clear to all. So why now is everyone watching for these reform laws? Why now have you finally come to a conclusion that there might be some “meat” in the articles after all?

No – I  refuse to tell you the overall plan as it is bigger than you can imagine and probably willing to understand anyhow. If I were to tell you then you would only take it, abuse the information and use it for your own purposes to hype it up anyway. Too bad it must be this way.

I will say the plan is NOT about some foolish nonsense of a GCR (global currency reset). I have had many conversations with IMF representatives and they all tell me this if foolishness and they have been working to reset the financial arena now since 2008 and it will continue.

Currencies revalue each and everyday and some currencies will adjust too in the SDR basket to coincide with any significant value of the IQD or any currency in the basket. It is a slow process and just because you want or need an RV today will not make it reality. Sorry! Stop making up stories about this “GCR” as it is getting real boring.

Hello Everyone,

The familie Oktoberfest trip to Munchen was absolutely amazing this year. We are now back home safe and working in gasthaus preparing for the winter tourist season. I told Meinen Hubby and bier he is going to have to diet till Christmas….lol….

Oktoberfest time is a nice tradition in Germany and many other European countries because it marks just the beginning of a cooler season, a long season of harvest leading to Christmas and snow covered peaks of the Alps. We feel the climate change as the first frost is just around the corner.

Remember early October is coming upon us very quickly. Will October this year finally be our season of harvest for the Iraq dinar investment? There is a target in place and I believe they are pushing forward to attempt to meet it. They already missed many targets as these reforms took them beyond their plan. The big question is will Iraq be ready?  This can not go on forever.

So the majority of last week was Iraq celebrating their Eid holiday. There was lots of news but mainly it seemed to be geared around the corrupt and the guilty politicians throwing stones at Abadi and his reforms and then Abadi coming out and defending his reforms. He was telling everyone once again he is NOT GOING TO BACK DOWN and there is a new sheriff in town….lol….

So there is always news and lots of it these days from Iraq. But in analyzing it overall I have to say we are at a lull right now  but I expect this week to get very interesting as it progresses. From the past this slower period usually means something huge is on the horizon and I think perhaps we are about to see this “package” of laws of the remaining reforms get passed. The National Guard law is a biggie and is ready for parliament now. I also believe these laws and the progress in the fight against ISIS is the key to the RV. Will Iraq finally be ready?

Today is Monday September 28th and still no RV. I also want to say that when Iraq is ready to revalue their currency and come back as an international player it will just happen. NOTHING WILL STOP IT. There are no boogie men, conspiracies or foreign countries with issues holding it back each weekend, as some make you believe.

So once again another weekend passed and all the hype about an RV window for the end of September. Today they will tell you September is not yet over and we can still see it.

I am telling you they are crazy and we will not see an RV this week. They did not even bother to look at the big picture when they hyped you up last week on  this RV saga.  I will once again try to tell you the big picture if you want to know. Do you want to know?

So what will happen next when the RV does not happen in their so called window of opportunity by end of September?

These so called intel “gurus”  will then give you a new windows for an RV once September fades away. However they will not back it up with any substantiated or proven news. Their game will continue.

Don’t let them stress you out again hoping and wishing for an RV in these windows. Instead look at the news and the reforms needed to complete this “full’ reconciliation. Step back and look at the overall BIG picture.

If these intel “gurus”  do not want to (or can’t ) give you any in-depth, detailed intel  then find another source of intel that can help you understand. Stop beating your head against the wall. Of course if all you want is a date and a rate then suffer through their insane process day after day since they are bound to be correct one day…lol….

The reason we have not seen the RV yet, even though there has been many windows of opportunity planned (and I will not deny these planned windows), it is because THEY HAVE NOT YET COMPLETED THE AGREED TO REFORMS!

The PTB will continue to hold it back until Iraq meets its obligations even though they plan these RV windows ahead of time. Who is planning these RV window timeframes versus who makes the decision are two entirely different entities. Remember Iraq too wants the RV but they also want to be ready and has set many self imposed issues that need addressing. We see these issues in the reforms. Reforms that deal with the corruption, security and stability of the country.

I can not shout it out any louder or any simpler. It is not rocket science…is it? THEY MUST COMPLETE THE AGREED TO REFORMS BEFORE ANY RV!

Define PTB (Powers to Be) meaning any entity that has the political power and influence on making decisions on a country’s policies. Note I did not say legitimate power.

So I have been saying now since June that there are many needed reforms  for the reconciliation process to be completed. The Iraqi president himself has recently stated there will be “full” reconciliation after the upcoming Eid holiday. So today is Monday and the holiday is over. What can we expect?

In my recent past news letters (LINK) I listed what I believe are the needed remaining reforms that need laws to implement them. I will not repeat them in this news letter today.

Out of these reforms there was one that stood out more than the others. This is the most critical reform before any currency is going to be given back to Iraq (currency RV). It is the National Guard and it is all about security. Did I say security- ….security, security, security. Did you hear me?

The law is also the most critical law needed in this issue of fighting ISIS /DAASH and maintaining long term security for Iraq. So today’s news letter is mostly about this reform of the necessity to control these militias throughout Iraq and put them in check somehow. How do they plan to do this?

After you read the article below ask yourself this question- Is this not just common sense? Are there lessons to be learned from the USA’s past with their wild west and how they finally controlled it?

Iraq knows the need to have some sort of government control over these militias or else you just have a “Wild West” situation. Do you know what I mean by this? History repeats itself.

They need the provinces to control the citizens themselves who feel they have a right to defend themselves and carry arms even through this is against the law in Iraq.

So what they need is a new sheriff in town. Some sort of authority to step up and guarantee their safety by organizing and controlling the guns yet also using these (now organized) militias when needed to form a posse to go after the bad guys.

So the sheriff, (some provincial central authority), as to say “take off your guns before you can enter my town” (providence). Then join our guard unit and when we need you we will call upon you to put them back on and defend the providence. We will even help supply the weapons you need to do the job. …and you get to do it legally and get paid for it.

In short this is an analogy of the wild west culture of the past in the USA. As we know one man, a sheriff, would not be able to stand against large bands of criminals. So he would recruit the towns people, a posse to go after the bad guys in times of a crisis. This is not too far from what they plan to do in Iraq.

I am only presenting one article today on this topic….hurray many of you must be cheering….lol…lol.

But this article is so informative and so powerful!

It is the article of which has guided me on this path of knowing just how important the law to institute these National Guard units is to the security situation in Iraq (thus the RV situation). Of course many will still disagree with me but then they do not take the time to truly read what is being said in this interview with the Parliament speaker al-Jubouri. So I present it to you one more time with my “wild west” analogy  in the hope you will read it this time and can better understand it.

By the way the interview with Jubouri was from last June 2015. Does is surprise you of this timeframe? What else took place last June? Was this timeframe a turning point for Iraq? The article tells us they fully intended to have this National Guard law implemented in July 2015. We all know it did not happen as we found out just how controversial it was. So they are 2 months behind already. But then again when does Iraq ever follow their own timetable?

So here is the article below. They are saying they can not achieve a national reconciliation without taking care of these bands of free running militias. They need a society free of guns and random explosive devices going off killing people. They are telling us that the new National Guard law is part of this solution.

I quote from the article below –  “we must have a political reform and restructuring of the security institutions” based on professionalism and efficiency, rather than the current “system of ethnic and sectarian quotas,”

In other words get rid of the bad guys running around unchecked and have them come and join the sheriff in the fight against crime (or join the national guard units).

So when president Fraud Masum comes out last week and tells us they will have “full” reconciliation after Eid holiday he is also telling us all the laws needed to implement the needed reforms for full reconciliation will also be done. Does this make logical sense to you?  Jabouri has already told us last June that the National Guard law is part of it. Their words not mine…NO hype, No rumors, just the FACTS.

So can we expect to see the National Guard law and these other laws prior to Iraq announcing any kind of conclusion to the “full” reconciliation? We will NOT have any currency reform conclusion without a full reconciliation. I have been telling everyone this now for 4 months. Now you know why. Opps the secret is out of the bag….lol…lol….

Today is 9/28 already and we know their target is 10/1 for “full” reconciliation. So again I ask you this – Will this be a very busy next couple weeks? Will they finally come out with this “basket” of laws all at once?

Iraq must achieve a political reconciliation among its long-divided religious and ethnic groups as a first step toward defeating the Islamic State (ISIS) extremists who control a third of the country, Iraq’s parliament speaker said at the U.S. Institute of Peace. Reconciliation will rely heavily on building police and military forces that those disparate communities can trust, said the speaker, Saleem al-Jubouri.

Al-Jubouri, one of the country’s most prominent Sunni Arab officials, said he hopes to have key legislation passed as early as next month to create a National Guard—a step backed by the U.S. government as an essential step to building confidence and loyalty to the Iraqi state among Sunnis.

As U.S. military trainers work to help Iraq’s army regroup and reverse ISIS’ advance of the past year, a critical part of any Iraqi offensive must be the establishment of inclusive and conciliatory governance in areas restored to state control, al-Jubouri said in a speech and question-and-answer session on June 8 during a visit to Washington for meetings at the White House and with leaders in Congress. The northwestern third of Iraq, seized by ISIS following its capture of the city of Mosul a year ago, is dominated by Sunni Arabs, who have fought for influence in Iraq with the ethnic Kurds of the northeast and the Shia Arabs who are the majority and dominate the south.

Al-Jubouri’s visit follows recent trips to Washington by other top Iraqi leaders, including Prime Minister Haider al-Abadi and the president of the Kurdistan Regional Government, Massoud Barzani. Speaking at USIP events, al-Abadi and Barzani also called for cooperation among Iraq’s communities to confront ISIS.

In the battle against ISIS extremists, al-Jubouri said, many Sunni Iraqis have hesitated to fight the group, which particularly opposes Shia Islam, because they feel the militants may offer protection from a Shia-dominated government and Shia militias. The spread of ISIS in the Sunni northwest “is a result of the policy of exclusion… during the past few years,” al Jubouri said, speaking in Arabic with interpretation into English.
Sunnis in those areas felt unrepresented within Iraq’s security forces and thus unable to protect themselves, he said. ISIS’ growth also is “a natural result of the administrative and financial corruption that has spread to the military and other institutions of the state,” he told an audience of policy specialists, officials and journalists.
Still, “the situation in Iraq does not call for despair, despite the darkness of the scene,” al-Jubouri said. He thanked the United States and its allies for their help in the past year to confront ISIS, which he referred to by its Arabic-language acronym, Daesh. Iraq’s foreign allies “must multiply their military efforts in our country and increase their aid for the emerging democracy” in Iraq, he said. “There is no alternative but to go into this battle side by side… so that we will have no other terrorist organization grow from the ruins of Daesh to threaten our security and peace.”

At the center of a political reconciliation among Iraqis, “we must have a political reform and restructuring of the security institutions” based on professionalism and efficiency, rather than the current “system of ethnic and sectarian quotas,” al-Jubouri said. He stressed the need for more unified command structures in Iraq’s localities, saying the chaos of the military’s defeats in Mosul and Ramadi was caused largely by a lack of centralized command over pro-government forces.

A Key Step: A National Guard
Al-Jubouri’s presentation reflected the complications of creating a security architecture to underpin the Iraqi state. Al-Jubouri discussed his effort to have the Council of Representatives, or parliament, pass the National Guard bill. He noted that the original legislation aimed to reassure Sunni Arabs by creating Guard units that would be closely rooted and controlled from within their own governorates, or provinces. He said the proposal has been amended to put those units more under central government control, a change that worries Sunni Arabs.
Still, al-Jubouri said, he hopes to pass a bill as early as July. “The law for the National Guard will be the guarantee for the security of the governorates that are threatened,” he said.

And, al-Jubouri, noted, the most basic laws to complete the framing of the state also still need to be passed. “It is important also to approve the unified federal (court) law and to separate the powers of the state and maintain the independence of the judiciary,” he said.

To achieve a broad reconciliation, al-Jubouri called for closer cooperation with Prime Minister Haider al-Abadi, a Shia, who has sought to ease Sunni-Shia tensions since he took office in September.

“We work with him as partners,” said al-Jubouri. “He needs support and he also must take the initiative to implement agreements that have been concluded in the past” among the country’s Sunni, Shia and Kurdish communities. “Because delaying will create a feeling that there is no commitment… In the project of reconciliation, we are partners with him, and we will continue to cooperate with him to achieve it. It is not an easy project; it is not slogans. It is a practical project with commitments on both sides. So my evaluation of this project is (that) it is not up to the required level… not really convincing yet, for me… Definitely the matter requires efforts from everyone in order to achieve it.”
Al-Jubouri also commented that:

Political reforms and public security must be implemented in areas recovered from ISIS. “I put before you some principles that express a comprehensive project for reform … The first issue: We must think about the stability of the areas liberated from their seizure by Daesh, and we must offer a model through which we can motivate those who are still living under the control of Daesh in Nineveh and Anbar (governorates) so that they can do everything possible” to resist the extremist group, al-Jubouri said.

Any Sunni groups that confront ISIS must be assured of better protection than in the past. After Sunni tribes rose up against al-Qaeda in 2005, the Shia-dominated government of former Prime Minister Nouri al-Maliki put many of their fighters on trial for having formed illegal armed groups, al-Jubouri said. They “were charged with carrying weapons against the law; tried and detained.” Now, “if they confront Daesh, who is going to protect them from the state afterwards?… They are looking or someone who can stand by them, and the party they need most is the prime minister,” al-Abadi.

While Iraq should not create lasting militias outside the structure of the state military, such forces will be needed in the short term to defeat ISIS. “We must end all aspects of armed forces outside of the (official state) military,” al-Jubouri said. “Because these are a militarization of society… and an introduction to a totalitarian system and a return to our past that we do not want.” Still, he added: “We must arm the tribes. We cannot eliminate Daesh except with the local population, through coordination with the federal government.” While the United States and its allies are ready to supply weapons through the central government, it is essential “to have guarantees so that these weapons would reach the local population to confront Daesh,” he said. Sunni groups have complained that the Shia-led government has restricted their access to weapons in the past.

Next I am presenting an article to you that may seem insignificant but is very important.

So what does this now tell us?

It is my opinion that Abadi is directing all ministries, the judicial council and other applicable offices to wait to appoint acting general managers (proxy positions) until the completion of the process of implementing the reforms package.

First question is who are these General managers being referred to?

Second question is why wait until after the reforms are implemented?

The translation on this article stinks….

So I will try to address the first question. The proxy managers are those substitutes in the leadership positions for those personnel that were dismissed on corruption charges as part of Abadi’s reforms in cleaning up the government. Abadi has the right to place in “proxy” (or temporary) personnel in these positions. He has weeded out the corrupt politicians.

The answer to the second question is that Abadi is asking (directing) them to wait to appoint these proxy positions until the dust settles a bit and to let the other reforms take root, meaning allowing for the savings of the funds that would go to pay for these proxy positions thus allowing a gap in the funding of personnel saving many millions in the process. Do you remember that there were 300+ governmental personnel being dismissed in these corruption charges?  This is a significant savings in salaries that would have to be paid out.  Abadi wants to capitalize on the opportunity to realize these significant savings.

BAGHDAD / Center Brief for the Iraqi Media Network (IMN) – the face of the Prime Minister Haider al-Abadi, Petrat ministries and departments not associated with the Ministry and all the provinces and the Supreme Judicial Council, appointed acting general managers until the completion of implementing reforms package.

Indicates an official letter issued by the General Secretariat of the Council of Ministers addressed to all ministries and the Judicial Council and the offices of the Conservative and non Almerttabh Bozrah and the offices of the heads of the provincial steering confirm Abadi wait to appoint general managers until the completion of the process of implementing the reforms package.

Then just after this article above was published out pops an article from a recent speech from prime minister  Abadi. In the speech he is talking about a few issues. One is about the limit of government savings has been reached. In other words he is telling us this part of the reform package is over and done. This is an excellent benchmark for us. We see the progression of reforms and laws over the last month on this topic.

But he is also giving a warning too that the extent of the loss funds through corruption can not continue and sustain Iraq into the future and to assure the citizens that they can make a difference in reporting corruption so it can be addressed.

This in itself is a new concept for Iraq and I feel will make a huge difference that now the people (the average citizen) can have a difference. This is the concept Abadi is trying to reinforce in the peoples minds.

There can be a safe and fearless avenue to which to report corruption. I quote from the speach- calling on citizens to “detect any corruption they see in their daily lives, to make the corrupt live in constant fear.”

One example that comes to my mind is with the meal cards and how many of these cards were being sold on the black market so the citizens could take the money and buy safe food in the common market rather then eat the spoiled foods from Iran that the card could obtain. If you reported these food scandals or even forced to go along with them, you ended up in jail. Do you remember these articles from years past?

He is also talking about fighting ISIS and I quote Abadi, saying, “We are going to break Daash military and intelligence we need to pursue him.”

But I feel the very significant part of this article is he is telling us the Russians are now also joining in on the fight against ISIS and Iraq is sharing intelligence on this fight with Russia. “A military source in Moscow revealed on Saturday (28 September 2015), an agreement between Russia and Syria, Iraq and Iran to create an information center in Baghdad, comprising representatives of the bodies of Staff of the armies of these four countries”.

So we see Abadi is being successful in getting a multi-international coalition together himself in the fight against ISIS / DASSH. This is all very good and will create yet more stability for Iraq. It is good also in that thru the UN they are taking charge themselves of this fight and no relying so much on a USA led coalition anymore even though we all know the USA is still assisting and advising in this effort with them.

From the information in this article this is all the kind of stability Iraq needs in its society going forward if it is ever going to realize its great potential and wealth. It is all very good and in the right direction.

On the other hand said al-Abadi, said that “Iraq intelligence committees established with several countries to fight Daash, noting that” Iraq has the intelligence cooperation with Germany, Jordan and several countries interested in fighting organization. ”

He said al-Abadi, that “Russia in the recent period have shown Ahtama fight Daash to the presence of Russian citizens in its ranks, and they pose a threat to Russia’s security in the event of their return.”

He stressed Abadi, saying, “We are going to break Daash military and intelligence we need to pursue him.”

Hello Everyone,

As many of you beer lovers may know the 182nd annual Munich Oktoberfest has begun last Saturday and so my family and I will traveling on the bahn and heading to Munich soon to participate. We try to go every year as it has become a tradition for us. Last year we were present on Saturday for the tapping of the first Oktoberfest-beer-barrel by the Munich mayor in the Schottenhamel Tent. We missed it this year but we will still drink our share of the bier. Meine Kinder enjoy the rides and the mid week is not so busy and hectic.

This will be my last news letter until we return from Munich. However I will try to tap (no pun intended) into the news in the gasthof hotel while we are in the city and maybe give a nice update for you in Friday or Saturday for the week ending. How does this sound?

Today I come to you once again to see what sense we can all make out of this RV saga of the Iraqi dinar.

Before I begin today once again I have to clean up some misinformation being spread by these so called intel “gurus”.

Now they are saying that the Mastercard has gone international. Really? Prove it to me. I dare you!.

We must stop this foolishness in the dinar community. People are getting confused and mixed up. Can you read? Then why don’t you take off your RV hat and read the article below for what it is truly trying to tell the citizens.   Again they take an ounce of intel and mold it into their own pound of hype. Anything it seems to hype you us these days. Just ridiculous !

What is really happening with the Mastercards?

I have gone through this many times already in my past news letters. The facts have not changed. How many times must I tell you  that these cards WILL NOT GO INTERNATIONAL until the currency is once again back on the international global exchanges. They can not use these cards outside of Iraq until this happens. Of ocurse they can try but they won’t get any money out of the ATMs. Sorry! Using the cards outside of Iraq means – the IQD rates will have to be in the international exchanges  which enables the link to the conversion programs so  the new currency can be converted from the country of origin’s currency amount.

So this did not yet happen and the article below is also telling us this fact. The article below is from an economists who is suggesting they now take advantage of the modern technology. So why would they be telling us this if they already did it?

But we all know the limitations until Iraq gets back its international currency, and we also know this has NOT YET HAPPENED! If you are a long standing Mnt Goat reader you know better.

I quote “economists calls for the expansion of the credit card”. So what does EXPANSION mean to you? It means the FUTURE expansion meaning it has NOT YET HAPPENED. Get it ? Am I missing something? More convincing the people to use cards instead of cash

Next I want to present you with some insight that Iraq is in fact working hard on trying to reconcile the issues within the National Guard law. It appears that some members of parliament feel the necessity to take the advice of the USA. Last week I presented you with an article telling us the USA suggested that they launch a conscription (darft like program) for all citizens. It appears that this recommendation did not go over very well as many parliament deputies still feel too much intervention by the USA. I quote from the article below – “it is possible to take cues from the US side, but not mandatory application of the Parliament is prescribed laws” and “noting that any external interference in Iraqi affairs is unacceptable”.

I firmly feel they will work out any issues before Eid and we will see the conclusion of this law maybe this week or next. It is looking very good. Remember it can’t go on forever.

Their latest target is Oct 1st  for National Guard law, Judicial Reforms, Amnesty, and Investment laws.

Just Monday 9/21 we heard that Fuad Masum has announced “we finished the National reconciliation project & will present after the feast!”. This means after Eid around October 4th timeframe.  Hurray ! The coalition of the wise: the external intervention of the National Guard passed a law delay

BAGHDAD / .. stressed the citizen coalition led by Ammar al-Hakim, on Monday, that the external intervention of the National Guard delay passed a law, “noting that any external interference in Iraqi affairs is unacceptable”.

The MP said the coalition Salim Shawki’s “Eye Iraq News” that “outside interference National Guard law complicates matters more than it solves and puts Barriers”, adding that “the National Guard Law came to save the blood and the rights of the popular crowd and the sons of the tribes.”

And between Shawki that “the US ambassador did not intervene formally issue of the National Guard and any intervention it is unacceptable,” explaining that “it is possible to take cues from the US side, but not mandatory application of the Parliament is prescribed laws”.

As revealed Badr bloc in Parliament, Monday, all the pressure exercised by the US ambassador to Iraq to pass the National Guard Law, claim ambassador to desist from its interventions the internal affairs of Iraq and the political process.

Seems many politicians are still very angry about the gradual reforms to eliminate the immunity of politicians. This encourages corruption since they can not be convicted while they are still in office. I have always thought to myself how weird is this? Well I guess I was not the only one too since Abadi seems to be taking the bull by the horns on this issue too. This is an important part of fighting this corruption and his reform program.

The largest impact we know is on the elimination of the three vice presidental positions. I suspected we would be hearing from each of the dismissed VPs soon in this topic. Maliki has already sounded off, now its Allawi’s turn.

So Abadi knew he was going to take many “punches” on his decision to eliminate these positions in the government.. So here it comes. Out pops an article from Allawi. See articles below. This stuff is almost predictable now. The timing is perfect.

I would not worry too much about this jibber jabber from Allawi, since Abadi is going to stand firm on his reforms. He will remain as the prime minister and has a very large following and support base. The only way he will leave his position is in a coffin and this would be a very big mistake for Iraq’s progress. So relax they will not hold new elections and will instead continue with the reforms and movement toward the RV. Remember too USA president Obama has made a declaration in public he is fully behind Abadi’s government. So even if there was a coupe or assignation the USA would have justification to move in and occupy that county again. This would not be pretty.

Prime Minister Dr. Haider Al-Abadi: there is no substitute for proceeding with reforms except chaos and the return of abhorrent dictatorship

The Prime Minister Dr. Haider al-Abadi stressed that the fight against the political quota system is an essential part of the fight against corruption because personal or party loyalty leads to promotion of those close to you at the expense of the professionals and capable people, and this injustice destroys society and we will not allow it.

The PM said in a speech during his attendance on Monday (in a ceremony honoring the teams completing the pension applications of the families of martyrs in their homes) that the people may be patient with the difficult economic situation, but they will not stand for the presence of a privileged class that enjoys protections.

He continued: I said from the beginning that the demonstrations are an alarm bell that helps us to address the imbalance in our political system and to cooperate in addressing the issue of salaries and protections, and if the government has a responsibility to protect officials from terrorism, this does not mean that there will be armies of protection details equivalent to three divisions, and there cannot be for one person a protection force of 500 or 800. The country needs combat troops defending the homeland and the people. We are continuing these reforms for justice and equity and the abolition of inequalities, and I will not back down even if it cost me my life, because the alternative is chaos and the return of abhorrent dictatorship that brought wars and mass graves and the sanctions and destruction. The correct action is to modify our political system and fight corruption.

The Prime Minister added: I said as prime minister when I do go out to visit areas that I do not cut off the roads and do not use armoured vehicles, and put my needs as a marker for the protection needs of officials.

He pointed out that we are seekers of peace and not war, and this war was imposed on us, and Daesh entered our territory from Syria with the support of others, but the magic turned against the magician, and Daesh today threatens the Gulf states, Turkey and Jordan, and does not target the Shia only and so it exploded mosques in Saudi Arabia, and therefore we believe calls for cooperation to counter Daesh.

The PM added: Even some who supported Daesh and thought they came to serve them, they discovered the truth, and our troops are welcome in Al-Anbar and Salahuddin, and we reassure the sons of Nineveh that we are coming to free them.

He praised the volunteers who serve the families of the martyrs and the initiative of the completion of their transactions in their homes, because they offer a bright image of Iraqi youth. He said: the nation which cherishes its sacrifices and serves their families, deserve to be raise the standard of freedom, and in particular the martyrs of the popular mobilisation who seek martyrdom walking on their feet and will not give up their nation for money and sacrifice their lives so life can continue.

The Prime Minister ordered the start of an initiative to care for the wounded in hospitals and homes for those who deserve care for a longer period, and instructed to simplify the procedures for the completion of transactions for citizens and investors, because if the procedures were simple the citizen and the investor would not be forced to pay a bribe to progress their transactions, and these corrupt people are showing resistance to efforts to fight corruption, because they stand to lose the illegitimate money that they receive.

Shafaq News / The head of the Iraqi government, Haider al-Abadi, on Monday, he was awaiting a number of people close to him and the coup to remove him from power.

Abadi’s remarks came during a speech at the “Conference of the government must be of service” which, he said, some officials guards equal to the number three military brigades, soldiers, adding that this is not reasonable by any standard.

Abadi said that everyone is aware that many people affected by the reforms, pointing out that he does not rule out that because of their quest for a coup against him.

Abadi and held over the past months, a number of reforms approved by the Iraqi Council of Representatives included packs in addition to the cancellation of the posts of Vice President and the prime minister, decisions to reduce the number of officials and take a series of other legal proceedings.

Middle East London newspaper revealed in its edition on Tuesday, quoting a senior Iraqi official that the US Embassy informed the Prime Minister Haider al-Abadi two attempts to assassinate him, one was in advanced stages of implementation.

The official said according to the newspaper that “the US embassy in Baghdad foiled two attempts to assassinate Prime Minister Haider al-Abadi, was one of them in the planning stages, while the second and reached an advanced stage of implementation.”

The official said, “Abadi has already been subjected during the last period of a number of assassination attempts, however, that was detected by US help was for one in the process of planning by the elements at home and close to the views associated with Balebadi,” while the second was “at the entrance to the Green Zone from the point of suspension bridge in the capital Baghdad, which appears to have been a bombing, but it may have been officers confessed to involvement in the arrest of this process/”

The official noted that “the United States informed al-Abadi to attempt, through its embassy in Baghdad,” adding that “attempts to assassinate the Abadi appears to be the result of decisions taken sometimes very bold and attitudes towards some political forces.”

It is said that “the prime minister Haider al-Abadi stressed, on Monday, as the past in the way of implementation of the reforms announced by even if it COST HIM HIS LIFE, noting that the organization Daash terrorist threat to Turkey and Jordan.”

Sources say move unlikely to bear fruit as Abadi still enjoys support from powerful Iraqi figures

Baghdad and London, Asharq Al-Awsat—Iraq’s former vice president Iyad Allawi, whose post was canceled by Prime Minister Haider Al-Abadi, has called for Iraqi MPs to remove the PM.

Abadi canceled Iraq’s three vice president posts in August as part of a drive to weed out corruption and trim a bloated governmental apparatus. The move, part of a response to growing discontent on the Iraqi street and ongoing protests, has now met with opposition from the three former post-holders, Allawi, Nuri Maliki and Osama Al-Nujaifi, with the latter two declaring the move unconstitutional.

On Friday Allawi publicly called on the National Alliance bloc in the Iraqi parliament, which includes the ruling Islamic Da’wa Party headed by Abadi, to remove the PM from power and pave the way for fresh elections to decide on a replacement.

A day later Allawi released a statement criticizing some of Abadi’s reforms, including a recent decision to remove politicians’ immunity from prosecution—a move he said would prove to be a “death knell” for the premier.

Allawi said Abadi’s policies were “not in the spirit of reform as [the premier] claimed, and instead pave the way for . . . the spread of the Islamic State of Iraq and Syria [ISIS] in the country.”

He added that Abadi’s policies would also increase “sectarianism in politics, the proliferation of arms outside government jurisdiction . . . organized crime, and the government’s inability to protect citizens and foreign workers, leading to a complete deterioration in the country’s security situation.”

Allawi’s statement is a rare act of rebellion against Abadi by a prominent politician in Iraq. However, several National Alliance MPs have come out in support of the prime minister since Allawi’s statement on Friday.

Meanwhile, sources have told Asharq Al-Awsat the move remains unlikely so long as Abadi enjoys the support of the highest Shi’ite authority in Iraq, Grand Ayatollah Ali Al-Sistani.

They also said other powerful Shi’ite figures in the country, including the Moqtada Al-Sadr, the leader of the Sadrist Movement, and Ammar Al-Hakim, the leader of the Shi’ite Islamist party the Islamic Supreme Council of Iraq (ISCI), one of Iraq’s largest, would oppose the move.

Moreover, no other candidates from the Islamic Da’wa Party would put themselves forward to replace Abadi should he be removed.

Update: CBI Reforms

I thought it would be good to include an ongoing section on the CBI cleanup since I believe this is now moving forward and picking up pace. Remember I told you that the proxy governor must be replaced and Dr. Shabibi reinstated prior to any RV. We can expect this to happen soon, like in huge surprise headlines.

Remember I told you when Dr Shabibi was at the helm as the governor he was constantly combating this money laundering and coming up with better reforms. The parliamentary finance committee confirmed that the application of measures to combat money laundering and terrorism financing law will be the responsibility of the central bank exclusively.

The committee member said Masood Haider “The past period has seen significant weakness in the fight against money laundering and the smuggling of hard currency and therefore has been coordination with international financial working group to prepare a draft anti-money passed by the Parliament recently laundering law.”

He added that “all measures taken to implement and activate the anti-money laundering and terrorism financing law is the responsibility of the Central Bank of class basis.”

Haider said that “the anti-money laundering department at the Central Bank will be strengthened and judges linked to the Department of Economic Security, as well as the employment of legal experts and economists,” adding that “the law still needs more time and effort to fill the void in the banking sector.”

He noted that the parliamentary finance committee and after the rise in the dollar exchange rate, I noted “the existence of mafias supported by some political decision-makers in Iraq.”
And “that there are names of accused of smuggling currency and money laundering to the Iraqi judiciary and the banking sector and the Central Bank, will be right to take legal action.”
The House of Representatives voted last week to approve the anti-money laundering and terrorism financing law.

Wanted to keep you updated on the fight against ISIS and DAASH since after all the physical security of Iraq is a large factor is whether they are going to RV sooner than later. We must pay attention to what the USA is doing in the Anbar and Mosul regions. The attitude towards Iranian influence is also a huge factor not to be taken lightly in our search for the truth in this RV saga. So below is an article on the latest news. Seems the USA strategy is working to push ISIS and DAASH back into Syria. You see they must isolate them and confine them. Once this is done it is much easier to remove them. Iraqi security source revealed on Monday for issuing organization of the Islamic state or the so-called media (b Daash) ordered the withdrawal of prominent leaders in the organization of the Iraqi city of Ramadi to the Syrian territory on the back of preparing for a military operation in Anbar province (118 km west of Baghdad. (

The source, who preferred anonymity told (Basenyoz) that “accurate intelligence reached them that the successor organization of the so-called Daash Abu Bakr al-Baghdadi issued an order to the prominent leaders of the organization to withdraw from the gray areas to inside Syrian territory.”

He added that the reason for the withdrawal comes against the backdrop of “increasing the flights carried out by US and Iraqi military aircraft on the strongholds of the organization, which claimed the lives of many elements of Daash, as well as the presence of a major military operation will be carried out in the coming days for the Liberation of the province of organization with US support.”

He explained that the leaders Daash stationed in Ramadi, considered the mastermind of the organization, which often depends on them in planning for the implementation of the so-called invasions against Iraqi security forces, as well as carrying out the manufacture of various weapons and ammunition to be used in their operations and that the leaders who are in mostly city from the Russian and German and American nationalities, as well as Arab nationalities.

UU6806 – “ Is Iraq Now Ready For The RV?” by Mnt Goat

Hello Everyone,

Today I come to you once again to see what sense we can all make out of this RV saga of the Iraqi dinar.

I am sending out this news today since I believe it is a critical period we are now entering and all of you should be prepared for anything to happen in the very near future.

As I said previously this timeframe from mid September onward is a critical timeframe for Iraq and much is riding on them completing these economic reforms and other reforms on time. What is this timeframe for completion? Do they now have a good progress report? Is Iraq ready to pull the trigger on their currency reform?

I will try to answer many of these questions today.

Today’s News

Today is Tuesday September 15th and still no RV.

I want to begin today with an article from a news media meeting with Abadi. I really like this article because it is a general article about just where Iraq is economically and sums it all up where they are going. It verifies other news we had about the relationship between the 2015 budget, the price if oil and their economy.

I need also to remind you that the leaders of Iraq are new to having a democracy and a free and robust economy and need assistance in setting it up and regulating it.

Perhaps they are now ready? To what extent will they continue with the reforms before they finally agree to their new currency rollout? When will they be ready?

I have been saying not for two weeks, not a month but almost 6 months already that we should be looking at mid September as an excellent window of opportunity for the currency rollout of the lower denominations and a significant increase in the value of the dinar for Iraq.

Why did was I so firm on this timeframe when many other intel “gurus” kept trying to convince you it would go sooner than later. What did they know that I knew or better yet,  what did I know that they did not?

I talked about a mid June 2015 Paris Conference and how they met with the newly elected prime minister, the speaker of the house and the finance minister to discuss the progress of Iraq.

They discussed a possible 90 day time period from mid June to mid September for Iraq to get its laws in place and anything needed to support the new economy and to try to solve their deficit crisis. So it is mid September already and where are they now?

Currently they are in the process of the meeting to discuss progress made since June. So far there is no word on what they plan to do next since the meeting continues until September 17th  , (just 2 days from now).

I therefore do not expect any rollout of the new currency until at least after this date. But after this date we shall see the results and they will tell us what their next steps are.

But this is what we do know for sure – We know by the second article that I presented below is their reform plan and they are telling us it called for two phases. One they call “hot fixes” and the other “gradual reforms”.

.The question is – Do they need to achieve all the needed economic reforms of the country or just through the phase they called “hot fixes”, then later  implement the more “gradual reforms”  post RV?

Perhaps from the current meeting,  a follow up meeting from the June Paris Conference, they will ask for more time and refuse to go ahead with the currency rollout since they can also ask for an extension  in their timeframe  and then continue to push parliament to implement  more of the reforms beyond the  “hot fixes”.

I am hearing all the hot fixes are now in place so at least they have completed them.

They can also ask for more time to implement many of the planned “gradual reforms” and be refused by the IMF and WTO and thus they are forced to go ahead with the RV anyhow.

At this time we just don’t know which way they will go but we will know shortly.

This article below is an excellent bit of news. It is hopeful and very good news for us investors because it shows progress and a willingness to move even more forward.

I quote from this article – “the state is heading in the tunnels is reasonable and normal”, stressing that “we are fighting today even control the spending and oil imports is less than the salary that we need today and try to find a solution and we are keen on it.”

These are Abadi’s words not mine.

Here is a tid bit of information you may not know. The Customs and Tariffs alone have the potential to bring in revenue almost equal to oil revenues. Amazing is it not?

So now do you understand why they implemented the Customs and Tariff law so hastily all of a sudden once oil prices dropped?

Here is their words not mine-  “there are urgent steps to activate the taxes and customs in real time.”

But we all know that so far the tariffs have not been as successful as potential dictates.



So all of you who still believe Iraq will never be an economic giant and thus have a significant increase in the the value of their currency  soon-  think again!

So all of you who still believe Iraq will never have physical security and get rid of terrorism- think again!

So all of you who still believe Iraq will never play on the international level –  think again !

Alsumaria News / Baghdad – The prime minister single-Abadi, Monday, that the state ventured into spending, at a time between the current oil imports is less than the salaries needed by the country, he noted that state spending is heading unreasonably.

Ebadi said in a conference the start of the second workshop for the implementation of reforms for the advancement of the agricultural sector to hold, today, in Baghdadand attended by Alsumaria News, “The reforms at the beginning of the NGED have an impact in light of the large accumulations of state corruption and the loss of wealth”, adding that “state spending doubled abnormally” .

He added Abadi, that “the State ventured when increased spending after he had wrongly assumed that the production of Iraq’s crude oil will reach more than 8 million barrels per day and oil prices will escalate,” he said. “This assumption adventurer and can not be dealt with the community in this adventure, considering that this related to people’s lives. ”

Abadi pointed out that “the state is heading in the tunnels is reasonable and normal”, stressing that “we are fighting today even control the spending and oil imports is less than the salary that we need today and try to find a solution and we are keen on it.”

The drop in oil prices represents a big problem for Iraq, which relies on oil revenues, mainly as a source of income at a time when facing major internal challenges of Baktale with Daash organization and the need to save money for essential services, which suffers from a significant shortage.

Next I am including a very long article and it also tells us so much about  the pulse of the Iraqi parliament and what it is up to. Remember we need to have a level of these reform laws passed and implemented before any RV situation but just how far will they ask to go.

So we look for the needed laws in the session agenda and in article that prevail afterwards from the session. We are not mind readers and so article telling us about the aftermath is good. No “secret” sources of intel here….lol…..just the facts and no hype !

So let me point out a few of the goodies in this article from the session on Monday 9/14.

First they are telling us the session was attended by 212 deputies. This is really good since in the past under Maliki they were lucky to get attendance to 80 or 90 deputies.

Remember they can’t vote on a bill unless they have at least a quorum (51% or more members). They tend to get this high rate of attentions consistently now so this quorum requirements certainly does not appear to be an issue any longer.

Second the session has two themes – Internal Security and Reconstruction.

So much needed legislation. Do we need all of it to be completed prior to an RV? My opinion is NO. But there is key legislation that needs to be coordinated together with other bills. These are dependencies and inter connectiveness between what they are trying to do.

Many of these bills are also just amendments or changes to the wording of existing laws to better suite where Abadi needs to bring Iraq.

Remember much of the Internal Security will now be provided by the National Guard law once fully enacted so they must adjust these other laws prior to bringing that one to legal implementation and passage in parliament.

Third, the government talks about the objective of its formation, indicating that the link to legislation body should be to the interests of the Iraqi people and will contribute to the successful implementation of the needed laws.

Forth, the article points out that the spread of terrorism at home can be controlled and it can be done by addressing the problem of unemployment and correct education curriculum.

[Update: Fighting ISIS]

From everything I am hearing from Iraq ISIS is being contained but not defeated. But I believe that defeat is inevitable. For those of you who make comments that Iraq will never be free of terrorism and bombings I beg to differ with you. I believe that some day shortly Iraq will be safer than most major US cities.

You have to understand parts of Syria are safe havens for ISIS. Syria we know is also a threat to Iraq but this too is shortly coming to a conclusion either way, meaning it will remain a threat and be confined, or Assad will be replaced and a new government will be established.

The refugee problem too is not getting humanitarian attention around the globe as refugees pour out of Syria and spill into EU countries. Seems many EU countries can’t afford support for the coalition fighting ISIS but when it’s on your backdoor what do you then do?

160-strong force lands in Anbar, Asharq Al-Awsat says, to join campaign to push IS out of province’s capital Ramadi Aorce of 160 American army soldiers have landed in Iraq as part of ongoing efforts by a US-led coalition to defeat the Islamic State that has captured swathes of the country and its war-torn Syrian neighbor, the Arabic-language media outlet Asharq Al-Awsat said.

Iraqi security sources told the pan-Arab paper that the force landed at a military base in the Anbar province, from where Iraq is running its offensive against IS, Israel’s Walla news reported Saturday.

The base is already hosting hundreds of American Army personnel who are training the local forces, but this is the first time that a US fighting force has arrived in Anbar, the report said.

The soldiers are expected to take part in an operation to oust the Islamic State from Ramadi, the capital of Anbar province, and some 70 miles (115 kilometers) west of Baghdad.

ISIS overran Ramadi in mid-May in a major setback for Iraqi forces, which had held out against militants in parts of the city for well over a year.

Coalition forces bombed a key jihadist command and supply hub in the Ramadi area last week. A video of the strike on a football stadium showed a massive secondary explosion at the site.

“The stadium was a key (ISIS) command and supply hub in the Ramadi region and was being used to store large amounts of homemade explosives, weapons and ammunition,” the coalition said in a statement.

“Destroying this hub will significantly disrupt (IS’s) ability to conduct operations and resupply their fighters in Ramadi.”

The group seized swaths of Iraqi territory in a June 2014 offensive, and coalition forces are carrying out daily air strikes against the jihadists to assist Iraqi forces, which have made little progress on the ground in recent weeks.

Hello Everyone,

Today I come to you once again to see what sense we can all make out of this RV saga of the Iraqi dinar.

Sorry but today’s news letter is very long again. I think the longest yet. It almost has to be since there is no such thing as a short news letter anymore from what is happening in Iraq. Things are moving so fast. Even when I try to emphasis only the most important articles and news I still have a difficult time limiting the size of the news letter.

After reading today’s news you would have to be (plainly speaking) darn right stupid not to realize that the revaluation of the IQD is now being stalled (delayed).

So like many of my recent past news letters print it off, grab a good strong cup of strong, hot coffee and settle down in your favorite chair. Read today’s news carefully. It is chock full of goodies.

Today’s News

Today is Wednesday September 9th and still no RV or hopes of an RV window until at least mid September.

I told you from mid August to mid September would be a very critical time for getting these reforms accomplished. I told you Abadi would make a final push to get them completed and it would be very sudden and unexpected by most. We are witnessing all of this now. So was Mnt Goat correct again.

I told you there would be a progress report of the Iraq needed laws and reforms in mid September and out pops news of a scheduled third Conference 9/11-9/17. So who is right again?

I told you that “if” this reform process is successful, we would be in a great window to possibly see the currency reform project pick up momentum and maybe see a significant increase the value of the Iraqi dinar and the continuation of the “deletion of the 3 zeros” project. This would occur sooner than later. Then just recently again out pops 2 important articles by MPs asking the same questions we are asking – that of why has the project to delete the zeros not been completed and why have the lower denominations not yet been distributed?

Funny how we get these type of article just before a critical window of opportunity for an RV is upon us.

But I also said IF THE REFORMS AND LAWS WERE DELAYED we may be seeing sometime in early 2016 for our next window of opportunity for an RV. Many still put words in my mouth and claim I am giving a 2016 date. Did you just read what I said? I said it was all dependent on the meeting being held in mid September 9/11 – 9/17 to determine actions going forward and setting new target dates. So please stop all the needless discussions and attitudes towards the 2016 timeframe. We just have to wait and see how it all plays out. But remember just because you want an RV sooner than later does not make it reality. Remember many also said in April that this RV would never make it till June timeframe. Many swore Mnt Goat was an idiot for her analysis. Now she is also saying we may not see it until 2016 but it is all dependent on the progress.

I firmly expect Abadi to clean up the CBI and Dr Shabib to come back to an “official” capacity to head up the CBI once again before these projects kick off fully. We will soon see if Mnt Goat is correct on this too.

Baghdad (AIN) – Iraq’s ability to fight Islamic State extremists who control roughly a third of the country is hampered by a financial crisis that has left the Baghdad government operating “hand to mouth,” Iraqi Ambassador Lukman Faily warned this week.

The inability to pay salaries on time to the soldiers and militiamen fighting the Islamic State, also known as ISIS or ISIL, has hurt morale and hindered progress in operations to retake key hubs that were captured by the jihadists, Faily said in an interview Thursday. And belt-tightening measures such as consolidating government ministries threaten to exacerbate ethnic and sectarian tensions by upsetting the delicate power-sharing quota system that’s been in place since the U.S.-led occupation authority took charge following the invasion of 2003.

“This goes back to not making your support conditional,” he added, referring to Iraqi officials’ frustration with the Obama administration’s reluctance to bail them out last year unless Baghdad first made reforms to address the corruption and ingrained sectarianism that softened the ground for the extremist takeover of Mosul in the north and most of Anbar province in the west.

Faily, who belongs to the ruling Dawa Party, blamed the crisis chiefly on the plummeting price of oil — the government relies on exports for some 85 percent of revenue — though economists and foreign policy analysts say that decades of mismanagement and corruption also have contributed.

Faily acknowledged government fault, citing an overdependence on oil revenues and the slow pace of addressing graft such as the use of “ghost employees,” workers who exist only on paper so that supervisors can pocket the salaries.

Much of Iraq’s spending is defense-related as the country struggles simultaneously to rebuild the U.S.-trained military that collapsed during the Islamic State onslaught and to launch offensives to retake captured territories. And they’re doing this with a budget that was based on oil at $56 a barrel, though in recent weeks the fluctuating price has dipped to closer to $40 a barrel. A revenue-sharing deal between Baghdad and the mostly autonomous, oil-rich Kurdistan region has broken down, depriving the central government of another cash stream.

Ben Van Heuvelen, managing editor of Iraq Oil Report, which closely monitors the Iraqi oil sector, said a major cause of the crisis is that the previous administration of Nouri al-Maliki “left zero financial buffer for the inevitable down cycle in commodity price.” He said that al-Maliki’s successor, Prime Minister Haider al-Abadi, has “made some good moves,” including painful spending cuts and exploring revenues outside of oil, but that he stands little chance of yanking the country back from the brink anytime soon.

A U.S. official, speaking on condition of anonymity because it involves sensitive diplomatic and defense matters, said the Obama administration has increased its military assistance to Iraq in recognition of the twin crises of the Islamic State presence and the severe financial strain due to collapsing oil prices.

The official acknowledged that “it is an increasing challenge” for the Iraqis to fight the Islamic State, “and that’s why we’ve put so many of our own financial resources” into the campaign.

Foreign military financing, which uses U.S. funds to procure weapons, included $300 million for Iraq for fiscal year 2014 and $150 million for 2015 before jumping again to $250 million in the current pending request for 2016. In addition, the official said, the U.S. military donated some surplus American equipment, including 300 MRAPs, mine-resistant armored vehicles.

“They need a bunch of things across the board, everything from anti-tank weapons to MRAPS to Humvees to arms and equipment,” the official said.

As of Aug. 15, the official said, the total cost of U.S. operations against the Islamic State in Iraq and Syria is $3.7 billion, with an average cost of $9.9 million a day. The official said critics who question why the United States is spending so much in defense of one of the world’s most oil-rich nations are ignoring the broader consequences should Iraq lose more ground to the extremist group.

“You can’t look at this as an Iraqi fight,” the official said. “ISIL is a threat to the region, to the international community. It’s a mistake to look at this as an Iraqi or a Syrian fight. ISIL has shown the global implications they can have, and just their sheer brutality needs to be defeated. To characterize it as an Iraqi fight is wrong.”

Faily acknowledged the U.S. help and said that the Germans and Dutch, too, have contributed light weapons, equipment and anti-tank systems. But most battle-related costs, he said, are Iraq’s responsibility. That goes not just for the regular army and security forces, he said, but also for some of the Shiite Muslim militias known as the Popular Mobilization Forces.

“The actual fighting on the ground we’re financing ourselves,” Faily said. “Salaries, weapons, uniforms, equipment.”

But the budget crisis means that paychecks are late — “three months behind, four months behind,” Faily said — which, in turn, deals a blow to the morale of a fighting force that’s already much maligned for its evaporation during the Islamic State offensive that took Mosul, the second-largest city in the country.

“You want your professional army to deal with things professionally,” Faily said.

There’s also the risk, Faily said, of losing recruits to paramilitary groups, particularly the Iranian-funded militias that the U.S. government designates as dangerous “special groups.” Though just 35,000 special groups militiamen are part of the 120,000-person Shiite paramilitary structure, he said, the loss of manpower to them is a blow to the government’s effort to assert authority over all armed factions in the fight against the Islamic State.

Faily said Iraq’s finance minister is traveling to London and Washington next month in hopes of selling some $6 billion in Iraqi bonds, and that the Iraqi Cabinet is scrambling to cut spending in other areas, downsizing diplomatic outposts and halting some investment projects. Iraq also received a credit rating for the first time and secured a loan agreement from the World Bank.

Other budget trims have been more controversial, such as doing away with some high-ranking ceremonial positions and consolidating government ministries. The divvying up of official posts according to sect, ethnicity and political party was a longstanding tactic to appease the disparate groups that were jockeying for power after the fall of Saddam Hussein’s regime.

Though some analysts are hopeful that, in the long run, the changes will do away with an ineffective patronage system, they agree that in the short term the moves threaten to further aggravate internecine tensions, jeopardizing Abadi’s broad reform agenda. And that, according to U.S. officials and analysts, opens even more opportunities for extremists to gain from the disarray.

“If you believe, as I do, that deep political problems in Iraq created an environment that was ripe for ISIS to take over a third of the country, then you also believe that there needs to be some kind of political foundation to any long-term solution to the problem,” said Van Heuvelen, of Iraq Oil Report. “But if the way you’re used to finding political solutions is by throwing money at the problem and bringing constituents into the fold by promising them a slice of this very lucrative oil pie, then if that pie shrinks, your ability to create political solutions evaporates.” /End/

This article is telling us the importance of getting rid of Iranian influence and that it is a major obstacle to the stability of  Iraq. It is now a target for the religious sector as it is for the political sector. I believe it is just a matter of time before Soleimani’s Quds forces and militias will have to pull out. Remember too that the US generals do not want their USA “boots on the ground” forces fighting alongside Iranian forces. It will NEVER HAPPEN ! Being that the USA is finally committing a significant level of military forces as a surge force (50,000 troops) to free Anabar and Mosul areas, wouldn’t it be a good idea now for Iran to pull out prior to their arrival? If the do not it will be interesting to see just what will happen.

This is all good news as the pressure is building now for this to happen too. Lots of pressure in all areas of getting rid of Iranian influence in Iraq, something we prayed for so long.

The Shiite Grand Ayatollah reportedly sent a letter to Iranian Supreme Leader Ali al-Khamenei asking about the IRGC Quds Force chief’s role in Iraq.

BEIRUT – The highly influential Shiite Grand Ayatollah Ali al-Sistani has reportedly criticized Iranian Revolutionary Guards Quds Force chief Qassem Soleimani’s role in Iraqi politics, in a sign of a split between the Shiite religious establishments in Iraq’s Najaf and Iran’s Qom.

Asharq Alawsat reported Monday that Sistani had sent a message to Iranian Supreme Leader Ali Khamenei questioning him about “Soleimani’s increasing influence in Iraq.”

An unnamed Iraqi politician told the Saudi-daily that Sistani had asked “whether this had happened at Khamenei’s instruction or through Soleimani’s [own independent action.]”

The normally shadowy Quds Force commander emerged as a public figure following ISIS’ sweeping advances in Iraq in the summer of 2014, appearing in a number of pictures alongside Shiite Iraqi militiamen.

However, Soleimani’s media presence has shrunk in recent months, amid reports that his bombastic statements on Tehran’s foreign policy have upset Iranian leaders.

The Economist on September 5 cited a source as saying that the IRGC commander had been reined in by the Iranian authorities and “can no longer act as a de facto foreign minister.”

The report further stated that former IRGC commander Mohsen Rezaei had been brought out of retirement back to his former position to “keep an eye on General Suleimani.”

Despite reports of Soleimani’s curtailed role, he has continued to act as a trouble-shooter in Iraq. In July, the Quds Force chief met a number of Iraqi Kurdish leaders to discuss extending Massoud Barzani’s term as president of the autonomous Kurdish Regional Government.

Then in late August Soleimani appeared at a meeting of the National Alliance parliamentary coalition of Shiite parties that ended with an acrimonious exchange between him and Iraqi Premier Haidar al-Abadi.

Abadi reportedly “objected strongly” when Soleimani criticized the reforms the Iraqi premier is pushing through—especially those which could harm former PM Nouri al-Maliki, who is close to Tehran.

Qom-Najaf split

Sistani’s growing frustration over Soleimani’s role in Iraqi politics represents growing differences between the clerical establishments in Iraq’s Najaf and Iran’s Qom, the world’s top two Shiite seminaries.

Asharq Alawsat’s source said Sistani has started to realize that Iran’s intervention in Iraqi politics on behalf of Maliki “has begun to affect [Najaf’s] historic role.”

The source added that Sistani’s action was evidence of “a clear dispute between the Najaf… and Qom Seminaries” in which Sistani and Khamenei are the highest authorities respectively.

According to the politician’s own analysis, Khamenei’s approach to reform in Iraq focuses on “the political dimension of the issue because the holding to account of [high level] corrupt [figures] will affect powerful Shiite leaders.”

“Sistani looks at the matter from a legal perspective; he believes that fighting corruption is a legal duty, regardless of the political consequences.”

The Iraqi PM on August 9 announced a raft of measures to reform the Iraqi state, two days after Sistani told him to “strike against corruption with an iron fist” as Iraqis mobilized for growing protests against the state’s inability to provide basic services.

Abadi’s seven-point reform plan—which was approved by the cabinet and parliament—calls for eliminating the co-vice presidential posts, one of which is held by Maliki.

Maliki also faces charges of being responsible for the fall of Mosul to ISIS in 2014 when he was premier, after a parliamentary report blaming him and top commanders for the matter was referred to Iraq’s judiciary on August 17.
However, Iran extended the embattled Maliki a show of support, hosting him for a visit to Tehran on August 19 during which he met with Iranian Supreme Leader Ayatollah Ali Khamenei.

Alsumaria News / Baghdad – Chairman of the parliament decided on Tuesday to postpone the hearing to the 19th day on Wednesday because of differences over the National Guard Law.

The parliamentary source said in an interview with Alsumaria News, “The presidency of the parliament decided to postpone the 19th meeting, which was scheduled for Tuesday on Wednesday.”

The source, who asked not to be named, said: “the delay was due to differences on the Law of the National Guard.”

In my last news letter I presented an article telling us that OPEC and GCC are ready to step in an help Iraq bound back out this economic crisis. So this week out pops an article telling us that they needed help and why OPEC decided to assist in reducing oil production to drive up the cost of oil, thus more income for Iraq the second (if not the largest) oil producer in the middle east. So will the Eurobond (sovereign bonds) help raise the needed funds to help Iraq out of this slump.

“It’s an oil exporter with ISIS in their backyard which weighs negatively on the bond sale,” Bugge, Global Evolution’s chief investment officer, said.

Iraq has been struggling to contain the expansion of the Islamic State’s foothold a year after the radical Sunni group took the nation’s biggest northern city, Mosul, and captured Ramadi, the capital of Anbar province, three months ago. The government is borrowing to close a budget shortfall as the fight against terrorism and oil’s 54 percent decline in the past year sap government finances.

Compounding risks for investors is a sell off in commodity-exporting nations following last week’s yuan devaluation, while the Federal Reserve prepares to raise interest rates from near zero, Bugge said. Fitch Ratings expects the country’s fiscal deficit to top 10 percent of gross domestic product for 2015 because of lower crude prices, higher military spending and costs associated with the civil unrest.

Islamic State’s presence has put political risk in Iraq at the highest among any sovereigns it rates, Fitch said this month after it assigned the country’s bonds a speculative grade of B-. The assessment is on par with Cyprus and Jamaica and two levels above Greece and Ukraine.

The country’s foreign-currency reserves may drop to about $45 billion by the end of 2016, according to estimates by Exotix Partners LLP.

“Iraq is probably the most oil-dependent country in the world, so falling oil prices, really, really hurt this country,” Jakob Christensen, a London-based director at Exotix, said. Reserves “could drop significantly over the next two years if oil prices stay low and they don’t adjust,” he said.

Is Iraq Ready for the RV?

I included two articles below on this subject matter. Their words not mine. No hype or rumors just the facts.

These articles begin to address the many questions that many of us are having for some time now.  The questions are about the stalling of revaluation of the Iraqi dinar.

Who is stalling the RV and is it legal to do so?
So let’s use these two recent articles below to exam these questions.

In the first article a member of the parliamentary economic committee calls for the deletion of zeros and the issuance of Banknotes small (the lower denominations) to strengthen Baghdad – where a member of the Parliamentary Economy and Investment has called for the issuance of Banknotes small to strengthen the Iraqi dinar. Also it was announced in the parliamentary finance committee member Faleh in force, on the 28th of last August 2015, for delivery to the committee the public prosecution and the judge who corrupted files in the money laundering related to the currency conversion.
We witnessed an attempt for the resignation of the head of the Iraq Supreme Judicial Council Medhat_al-Mahmoud, only to be rejected by the council due to political obstacles. So they know who and why the corruption in this area of concern. But can they do anything legally about it without the laws in place?
So please read the first article below. From the first article we know that money laundering and corruption influence from the judicial system is one reason why we have not yet seen the deletion of zeros and the issuance of Banknotes small (the lower denominations). This is now confirmed by this article so NO MORE RUMORS on this subject matter. Iraq must pass legislation (call them reforms if you want) to deal with these situations in a legal manner first prior to continuing these projects. Mnt Goat has been saying this now for many months. Mnt Goat is right again.

The second article is talking about the lifting of Chapter 7 sanctions in June 2013,  and is “Iraq still subject to the separation of the seventh item in the financial affairs by the UN Security Council resolutions”?

In other words – what about having control over their own currency (is their currency not part of their wealth)? Why was this also not given back to them when Chapter 7 sanctions were lifted in June 2013?

So the lifting of Chapter 7 sanctions in June 2013 can be considered one of Iraq’s biggest achievements since the ouster of Saddam Hussein a decade ago, ALLOWING BAGHDAD TO REGAIN CONTROL OVER ITS OWN CURRENCY, (really? I don’t think so), oil and economy.

Chapter 7, imposed on Iraq by the UN Security Council after Saddam’s invasion of Kuwait in 1991, froze all Iraqi assets in international banks, ordering they be used to compensate victims of the aggression. Besides placing limits on USE OF ITS WEALTH, the sanctions also placed limits on the Iraqi military.

One of the biggest advantages of the lifting of the sanctions is the return of all frozen assets to the Iraqi government, estimated at $82 billion, according to Central Bank data.  Its return will not only revitalize the economy, it will strengthen the value of the Iraqi dinar and increase its purchasing power.

But TO THIS DAY IRAQ IS STILL FROZEN IN TIME and still using the post war provisional 3 zeroes notes, meant to be transitioned to the new, permanent currency prior to sanctions being lifted in 2013. So what happened?

These two articles below are yet another inquiry into this long standing question – of where is their currency?  It is being asked  by yet more and more parliament members. The articles are addressed to the CBI and are inquiring about the future timing as to when the CBI is going to meet all controls subject to Chapter 7 release meaning the one remaining obligation, that of release of their currency.

Folks this is important news for us. This article confirms to us exactly who is holding up the revaluation and the transition out of the provisional currency. Could the CBI want to RV and someone else like the USA or the IMF be holding them back? This is yet another question  to solve since the USA does have the power to hold back the rollout to the international exchanges and banks. If this was the case we might be talking about conspiracy stuff.

If you read this second article carefully, what the MP is saying is this – Why are you (the CBI and GOI) holding back the currency reform because of the necessity to create and legislate laws (calls them agreements from the translation) for the economy when it is very clear that release from Chapter 7 sanctions is also a release of the currency (meaning a release from the provisional currency). So the MP claims Iraq will still be bound by Chapter 7 until this last step is accomplished. The answer to this question from the second article is found in the first article about the necessity to legislate laws first to prevent money laundering and the prosecution of those involved.

So we know the delay in currency reform and the project to delete the zeros is noted clearly and there is pressure from members of parliament finance and economic experts who see the necessity to get the currency reforms completed since these projects can only help the dragging economy.

Many of you dinarians have asked me why I spend so much time helping you to see clearly this RV process. Meinen Hubby too asks me the same question…….I will address some of these questions now.

My only answer is this –
I have much expertise from prior military intelligence career that I can put to use to assist us civilians in seeing the truth in the RV process. I ask for no donations or money of any kind. I have no internet site for overhead nor do I spend time on a conference call (just social calls anyhow). Instead I spend my time writing a news letter for all my dinarian friends. It was  originally  for a few selected, close friends. Over time I saw the necessity to spread the truth and so many have asked if they can publish it to the general public and I agreed.

Why do we need to have to be helped to see the truth?

The main concern of mine is not that there is not enough good information in articles and news releases from Iraq for all of you fine dinarians to read and understand. You clearly do not need anyone telling you about this investment or so called intel providers. All the information you need is at your finger tips.

The main concern and problems stem solely from these so called intel “gurus” who fill you minds and hearts with their constant info and try to wrap you into their mode of thinking.

They are the source of the only problem I see with getting through to the truth about this investment. They have their own agenda. They know you are venerable. Whether it is selling dinars, having you donate to their site (making money off false intel), subscribing to an RV alert or subscribing to some post RV party (where they will take advantage of you as millionaires later). This is just to mention a few of their tricks. They already have your addresses and telephone numbers since you call into their Q & A sessions out of total ignorance of what they are really doing.

Folks the world is full of these charlatans and they are wolfs in sheep clothing and you are their prey.

Do you also see how many of them use prayer now to get to you. Something as sacred as prayer, shame on them……Are they really all so holy and caring….lol….?

Hello Everyone,

It is almost  fall  and Oktoberfest time is around the corner. The family is excited in anticipation to our annual trip into Munich.  Last year we took our trip and we all enjoyed ourselves. This year we are going a bit early to explore the city and museums too.

Our Gasthaus is booked already for the season and I spend most of my time each day ensuring my guests are comfortable and cared for. Over the weekend I had some time to hike my favorite trail to the Alpine pastures with the girls. They played in the fields as I wrote this news letter. It is a long news letter again and I can not help it since there is so much news to read and try to understand.

I am not about a date and a rate and instead I truly want to understand and sympathize with the process Iraq is now going through. I know in the end they will emerge as a stronger people and an economic powerhouse. We are witnessing the process they did not have to go through but circumstances of the last 8 years brought them to this point and so now they are at least cleaning up the mess left behind and truly intend now to move forward (and are moving forward as we watch the progress everyday). It is a sad story to watch but we know they will have a happy ending.

Today I come to you once again to see what sense we can all make out of this RV saga of the Iraqi dinar.

This past week we saw a delegation of US Senators come and talk to Abadi about his reforms. This was part of reassuring the congress and senate the continued military support for the war on terrorism and fighting DAASH and ISIS in Iraq.

Many articles this week from Iraq were talking about the instability of the Iraqi dinar. Instability brought on by money laundering and the near economic collapse of Iraq. Remember Iran would luv to see the collapse of Iraq as they would attempt to move in once again and take control. In the past Maliki was instrumental in using stalled politics to bring about the widely seen corruption and abuse of power.

So now the job lies with the newly elected  prime minister Abadi to clean up the mess left behind. To add to the mess of corruption and the war with ISIS, there was a drastic reduction in the price of oil exports. Can you see the trouble Iraq is in? Why would the IMF and the USA approve to bring back the currency of Iraq at this point in time as it would only be disastrous if they tried and failed. But the story surely does not end here. There is light that is already poking through the clouds as the storm is beginning to pass. Let me explain.

I am going to make one of my analogies again when it come to the timing of the full implementation of the currency reform. I hope you can understand this analogy.

But first remember much of the currency reforms needed ARE ALREADY COMPLETED. They just postponed the continuance and the final pieces that yet need to be implemented to complete it.  They are already THAT close to completion.

So here  is my analogy – The timing of the currency reform is like trying to start your car in sub zero temperatures in the middle of a blizzard. Your car is buried in a snow drift with snow five feet over the top of the car. You’ve managed to dig out a small tunnel to open the door and get inside. You put the key in the ignition and turn it. The car turns but will not start. Your batter is near dead already from the many unsuccessful attempts to turn the car over and start it. So what do you do?

Do you continue to crank the car only draining the battery even more with then no possibility of success?  Maybe it might start but even if it does, where do you go? Where can you go? You still have to shovel yourself out fully and the roads are still very heavy with snow.

So kicking off A MAJOR REVALUATION NOW in Iraq many believe will solve all the problems for Iraq. Really?

I do not believe this for one second and nor does the IMF or the USA. I have been telling you over and over again the RV is the end product not the solution to the economic crisis or the other problems facing Iraq.

To continue the analogy – Rolling out the RV now is just like you trying to start the car in a blizzard with an almost dead battery. Where can you go even if you did start it? You would only certainly have to shut the car off again and you would be in the same situation all over again (from money laundering and terrorism). All your efforts would be in vain.

So here is what you could do. You could wait to attempt to start the car (to continue with currency reform) until the blizzard stops and passes. Then you can shovel out the car (Abadi’s reforms). You can also let the roads get cleared as the ploughs drive through. Since you can’t drive anywhere anyhow until the roads are ploughed (get rid of DAASH and ISIS influence) what is the point?  Just to add an extra measure of assurance of your later success you change out the battery (launch the sovereign bonds) and later even warm up the engine block with an electric warmer (launching the 50k and 100k notes). So when you go again in the attempt to start the car you are almost certain it will start and you can drive to your destination (a robust Iraqi economy).

Would it be better to wait until all these things are done even if it takes until early 2016? I certainly hope not but let’s all be realistic in that we don’t really know exactly how long it will take. We only know about the meetings being held to analyze the progress and see where they now stand. One such meeting is coming up again in mid September, just seven days away. Let’s see what happens.

Remember it was only last March 2015 that the CBI gave the full green light to begin the project to delete the zeros. We could hardly believe this good news back then. We were all excited as Iraq prepared to do it.

Then there was the sudden crash in oil prices (a sudden blizzard moved in and hit them hard). The project was then “postponed” NOT CANCELLED (like being temporarily stranded in the storm). So they now have to wait for the storm to pass and in the process take the measures necessary  and the currency can hold its  new value and investors will want to flock into Iraq (to make sure the car will start and you can drive away).

I bring you this kind of analogy since this is exactly what happened to me last winter season. I was stranded and frustrated that I could not travel because on one of our major snow storms. But once I rationalized my situation I settled down and realized it was not that bad and I would soon be on my way, when all the conditions were ready. Some things you just can’t rush because they are not under your control.

Do you get my analogy? I am trying to say why not the reforms now. Sure maybe you can say the many of them are not TECHNICALLY needed in order to continue with the currency revaluaton. but it is not our decision to make and spread these rumors. We must instead follow what Iraq is doing and not what some foolish and “secret” sources are spreading rumors as intel to us. This is disinformation and only disinformation.

These are crazy people who are in their car cranking the engine until their battery is dead. Do they go anywhere? Absolutely not !  They can boast they have the greatest news to tell you on each of their calls but the bottom line  is they still sit in their cold, dead car waiting for the storm to pass just like the rest of us.

So for all you skeptics who keep saying this will never happen – I tell you now we must weather the storm and wait for the clouds to break and the sun to appear. It will as it always does. Storms do not last forever.

For all those that are jumping the gun and telling you its all done or will RV any day / anytime – I say shame on you people since you truly do not know the pulse of Iraq nor do you care to know and truly care about the people  wanting the truth. Your own agenda seems to be more important than the truth. Why anyone would listen to these people I don’t understand.

Today’s News

Today is Monday September 7th and still no RV or hopes of an RV window until at least mid September.

I told you from mid August to mid September would be a very critical time for getting these reforms accomplished. I told you Abadi would make a final push to get them completed and it would be very sudden and unexpected by most. We are witnessing all of this now. So was Mnt Goat telling you a bunch of lies?

I told you that “if” this reform process is successful, we would be in a great window to possibly see the currency reform project pick up momentum and maybe see a significant increase the value of the Iraqi dinar and the continuation of the “deletion of the 3 zeros” project. I firmly expect Dr Shabib to come back to an “official” capacity to head up the CBI once again before these projects kick off fully. We will soon see if Mnt Goat is correct on this too.

Let’s get going with today’s news. There is so much news again and I will attempt to summarize it for you and put it into perspective.

So recently out pops multiple news articles on the Iraqi dinar and how they must stabilize the exchange rate. At the same time they begin talking about National and International Sovereign Bond drives. Also we have never read so much discussion from local economists on the pros and cons of completing the currency reform and deletion of the zeros projects. So what is going on?

We know Iraq is in a desperate economic crisis, caused by all the corruption and then sudden, drastic drop in oil prices. So Iraq is looking for ways to drive their economy and save it. There are many politicians who are “fat cats” or as the Iraqi news media calls them “mafias of currency”. They are so well rooted in all aspects of the government and so when Abadi announced his pledge for the reforms he knew it was not going to be an easy road. But so far he is standing fast on his pledges. He is slowly and methodically weeding out the corruption.

But these reforms take time and there is so much to do. On the other had they would like to revalue their currency and get it back online now. Right now we know they literally do not have a currency and are using only a post war provisional temporary notes. Using these notes tends to lead to corruption and hyper-inflation. This currency was not meant for long term usage and was supposed to be replaced years ago as the new post war democratic government was supposed to be already set up and functional.

In light of the recent years of Maliki and the extent of ties to Iran and ISIS led terrorism, the USA and the IMF are not about to unleash this new currency until the country is both physically and politically safe. So the criteria has changed from what was expected of Iraq four years ago. The bar has been raised. This is dynamic.

We know there is still an ongoing political battle for the spoils of war, as many politicians still believe Iraq is up for grabs and they believe it’s a FREE FOR ALL. This of course has been the problem all along in this post war government. Will it finally end under the Abadi government? We certainly hope he can push the needed reforms and do it quickly.

Detection economist Basil al-Obeidi, on Wednesday, a plan to protect the Iraqi dinar declines and volatility of exchange rates.

Obeidi said in a special statement to the Agency information that “reducing the central bank sales of the dollar and make it in the field need the truth to the citizens as well as international bonds to be issued by the central bank and the $ ten million dollars will provide Iraq’s hard currency and thus will protect the Iraqi dinar from fluctuations in the currency.”

He added that “the decline of the dinar is linked to oil price fluctuations. If the price of oil has not seen remarkable stability in the stock market will Tstsamar currency to fall.” Finished / 25

Did you read the article? It is a short one. Now you have to consider all these other articles in the equation from  the past about the economy and the dinar exchange rate issues. We can’t forget the past. They are building upon what happens next in Iraq.

How will they protect the Iraqi dinar?  This article is telling us one of the ways they hope to accomplish this task is through these bonds. This is all leading to somewhere along with the Abadi reforms.

It’s leading to the needed stability and security of the country as a whole – both physically and politically. They are hoping this 6 billion bond drive will stabilize the dinar but they also know they must clean up the money laundering and corruption at the same time or they may be back with the same problems all over again. This  stability will lead to the RV. This is the good news they are telling us. They can not RV until they get this stability and they are telling us how they intend to get the stability (the plan). So if you want to be someone who want to know what is “holding up” the RV take a look at the blizzard outside and the deep snow and then tell me if you want to hop in your car and drive somewhere? So it is not that simple just to pop out the RV because we want if as investors.

I know many of you don’t want to hear this but I keep reading an early 2016 timeframe over and over again from Iraq. They do not specifically tell us this is timing for an RV but I keep seeing them postpone target dates until early 2016. Now the launching of the 50k and 100k notes too were told us they would be postponed until early 2016. They also already told us the “project to delete the zeros” is to be postponed until early 2016. Did you read my last news letter on this topic dated 9/2? (LINK)

I am seeing a trend here, as I was trained to see trends in the Army intelligent arena as this was my job. But to see these trends you must know all the news from Iraq (tons of articles) and they remember the past articles and what is going on. So now I am telling you I am not predicting this RV will be held off into 2016 but it sure has the beginning of looking that way to me. Just because you find this hard to believe does not make it impossible. We must pay attention to all the evidence.  So let’s just keep looking at the evidence as September and October progresses and we see how this theory pans out. Just remember what I am telling you now come 2016.

It only takes analysts with Standard & Poor’s a few short words to explain their junk rating on Iraq: it “faces security and institutional risks that are among the highest of all rated sovereigns”.

The New York-based rating agency assigned the Republic of Iraq a ‘B-‘ foreign currency rating on Thursday, deep within speculative territory, as the country’s ongoing war with Isis and a steep slide in oil prices present significant risk to investors.

Economic activity in Iraq, which also earned a stable outlook from S&P, is expected to rise 0.3 per cent this year before advancing more than 5 per cent over each of the next three years, buoyed by large oil reserves.

The rosy economic forecasts are based on an increase in oil production, which S&P estimates will reach 5 million barrels per day by 2018, compared to roughly 3.1 million barrels per day last year.
Nonetheless, analysts with the rating agency said:

The rating on Iraq is constrained by its war with the Islamic State of Iraq and Syria; political institutions that are in an early stage of development; and sectarian divisions between the Sunni, Shia, and Kurdish ethnic groups.

The rating action comes as policymakers in Iraq plan to meet prospective investors for the country’s first international debt sale since 2006, as the government attempts to stabilise its finances.

I wanted to present you with an article that debunks with many have said that the 2015 budget was never opened or spent. Really? How in hell do you think Iraq has been paying for all these projects and monthly social and retirement payments to the citizens? But I will say this. We do know that Iraq did want to use an increased RV’d  rate for the budget when they opened it and began to spend it. However this simply did not occur and this too added to the problem of the economic crisis. Circumstances just did not allow them to do it.

So now they are telling us they have been already putting together their 2016 budget since early July and plan to have it ready by mid September (just a week away) and then submit it to parliament in October. So what will be in this budget? Will we see the details in it for an RV and will it later tell us that in fact 2016 is the timeframe for any significant increase in the dinar?

What I am telling you is to be PRO-ACTIVE and to know what you are looking for in intel and news from Iraq. This is certainly something to be looking for in the coming weeks. If the 2016 budget gives us signs we will have to wait for this new budget to get the RV then we have to wait and have our answer to our question of a further delay. I do not want to simplify this but it is what it is.

Announced the parliamentary finance committee member Masood Haider, on Thursday, the cabinet will discuss the financial budget for 2016, the current mid-September, as expected sent to the House of Representatives beginning next month.

Haider said, that “there is a committee Astraetjh financial budget in the Ministry of Finance and the representatives from all the parliamentary finance committee and the ministries concerned,” noting that “this committee BEGAN TO STUDY THE 2016 BUDGET SINCE THE FIFTH MONTH.”

Haider said that “the Council of Ministers will discuss the current budget mid-September,” expected “sent to the House of Representatives early next month.”

Haider stressed the need to “reduce the fiscal deficit in the budget next year,” pointing out that “if we want to reduce the deficit Fjab not to exceed the budget of 75 billion US dollars.”

The Ministry of Planning announced, on the seventh of July 2015, their quest for the feminine to plan projects to 30% in the 2016 budget, noting that it has prepared a working paper represents the proposed mechanism to move the subject of payment on credit.

This next article is interesting . I am bringing this to you because it is only one of several that is asking why they can prosecute the small guy on the ladder but neglect to prosecute the guys on the top (the government officials) who where the instigators and who truly allowed this corruption to occur. They should be held responsible since they had control over the situation, insider information and power to stop it from the position they were in.

This article is just an example of the pressure being put on Abadi to go after also ANYONE involved but they are pointing fingers at the high level politicians involved. They want their heads to roll too. So Abadi is responding to these demands and telling the crowds that he agrees and will go after them too.

The Prime Minister and Commander in Chief of the Armed Forces, Dr. Haider Al-Abadi stressed the importance of cohesion and cooperation of all of the citizens and the tribes with the security forces to impose security in the capital Baghdad and other areas. During his speech at the first conference of the national reconciliation project in the Baghdad belt areas the PM said that there are external plots designed to stir up conflict between communities and between provinces and within the province as well, which is sought by the planners of these dangerous plots to cause division among ourselves and rivalry, discord, and fragmentation.

Dr. Haider Al-Abadi stated that I will not be negligent in the prosecution of corruption and the corrupt until they are defeated, and I will continue to seek them out, noting that they are trying to downplay the reforms because they are affecting them and they want to put the country in danger.

The Prime Minister accused the corrupt and organized criminal of carrying out acts of kidnapping in the capital Baghdad today, and said that I issued orders to deal with them as
terrorists are dealt with.

He said that there are those who try to incite the security services, but there is respect of demonstrators for the security services and for their part the security services have a soft approach with the demonstrators.

Dr. Haider Al-Abadi said there is a campaign to bring down all the authorities in the country and bring down everything, and we continue to reform, and called for reform of the judiciary and fighting the corrupt, and that the reforms do not target an individual, but I since I was an MP I refused to legitimize corruption.

Update: Abadi’s Reforms
I simply luv this article that follows. It is telling us so much about the OPEC and the GCC.

Many still don’t understand the GCC and ask keep asking me what it is. So now I will explain again to you. The GCC is the Gulf Cooperation Council. It is a political and economic alliance of six Middle Eastern countries—Saudi Arabia, Kuwait, the United Arab Emirates, Qatar, Bahrain,Oman and now Iraq.

Arguably  the most important article of the GCC charter is Article 4, which states that the alliance was formed to strengthen relations among its member countries and to promote cooperation among the countries’ citizens. The GCC also has a defense planning council that coordinates military cooperation between member countries.

So we are witnessing the economic strength and power of the OPEC and the GCC in the following article. This is such HUGE news as Saudi Arabia and other member are willing to help Iraq through this economic crisis by cutting oil production. They are doing this to raise oil prices, something which we know Iraq needs desperately to stabilize its economy and help in it’s stabilization of the Iraq dinar (thus the RV later).

This is such HUGE news this past week I can not over emphasize it enough. This is yet another tool being used to assure Iraq WILL SURVIVE AND WILL SUCCEED. How can you  not succeed in the long term when so many countries are behind you?

So all you doubters that we will never see the RV – as I told you let’s just weather the storm and watch for the sun to appear. The storm never lasts forever and the sun will always appear once again to warm us up.

BAGHDAD / Center Brief for the Iraqi Media Network (IMN) – most likely in the competent state institutions in managing crises Harvard University Ali Jabbar Furaiji OPEC to take a decision to cut the roof of Petroleum Exporting Countries to save Iraq from a major economic collapse.

Said Furaiji’s (IMN) said that “to predict oil prices like endeavor futile, since there are many variables that come into play in oil prices decisively and crossing, where called Venezuela an emergency meeting for the second time, not only in its calls for a conference to develop a joint strategy for cooperation with Russia , one of the largest oil producers in the world, in order to stop the decline in crude prices. ”

He added that “Algeria also called in earlier to an emergency meeting of OPEC to discuss the decline in oil prices, which did not face the acceptance of a large number of members of the organization, as Iran entered on line calls through the NOC in an emergency meeting, in the words of Minister of Oil Iranian Begin Zanganeh. ”
Furaiji said that “Saudi Arabia, the largest oil exporter in the world, and other Gulf states behind the shift in OPEC’s strategy, and has been since last year to defend the survival of shares in the market, rather than cut production to support prices.”

He pointed out that “it is through the political changes of the last two years in the OPEC no signs or indications and intentions to reduce its share in the global market, despite the recent fall in oil prices began a negative impact on business sentiment, even in Saudi Arabia.”
He explained that “several times in the OPEC to cut its production of oil, and this is what has been and still expect the market of the organization.”
The OPEC countries currently processing the world, including a little over 30 percent of its needs, while he was in the seventies of the last century, nearly 50 percent.
The reason for that, in part, to producers of oil shale Americans who flooded the market by nearly four million barrels per day when they started from scratch a decade ago.
Evidence suggests that the futures market could be facing a slow improvement of up to $ 70 per barrel by 2019.

BAGHDAD: Iraq’s top Shiite religious authority said Friday the government must start hunting the “big heads” as part of its anti-corruption drive, calling for “convincing and assuring steps” AS PROOF OF THE GOVERNMENT’S SERIOUSNESS IN IMPLEMENTING ITS HIGHLY TOUTED REFORM PLAN.

Last month, Iraq’s Shiite-led government announced a package of reforms following large rallies in Baghdad and other provinces protesting endemic corruption, sectarian politics and shabby basic services. Graft is widely believed to be rampant in Iraq, and estimates based on findings from an anti-corruption commission and government reports show hundreds of millions of dollars have gone missing in the 12 years since Saddam Hussein’s regime was toppled.

Prime Minister Haider al-Abadi’s plan, which included eliminating the country’s three vice presidencies and three deputy prime ministers as well as other posts, was immediately approved by parliament. But changes widely demanded by Iraqis have not yet materialized, such as trials for corrupt officials, economic reforms and infrastructure improvements.

“One of the essential steps for reform is to hunt the big heads among the corrupt and hold them accountable, to retrieve all the stolen money,” Grand Ayatollah Ali al-Sistani said in remarks delivered through a representative during the Friday sermon in the revered Shiite city of Karbala.

People “have long suffered from corruption” and they want “this mission to be implemented without procrastination and delay,” said the representative, Sheik Ahmed al-Safi. “Quick action and real, convincing and assuring steps are needed to show that the officials are serious in implementing reforms,” he added.
Sistani’s remarks came hours before weekly Friday rallies in Baghdad and other Iraqi cities. Authorities blocked roads leading to Baghdad’s central Tahrir Square with barbed wire and military vehicles, deploying security forces to keep away protesters.

Increasingly, the street protests that were sparked last month by power cuts have evolved to demand the trial of corrupt politicians and reform of the judiciary, including the removal of Medhat Mahmoud, head of the Supreme Judicial Council, which oversees the court system.

Sistani also urged politicians to fix Iraq’s economy.
The government’s fiscal deficit is expected to reach double digits this year, battered by a slump in oil revenues and higher military spending, not least to try to drive ISIS out of the areas of northern and western Iraq that it controls. “Weak economic planning and failure to establish a comprehensive strategy for providing financial resources to the country other than through oil revenues is a form of corruption,” Sistani said.

Also Friday, a police officer said militants broke into a house of an anti-militant, pro-government Sunni tribal fighter in Baghdad’s southern suburb of Arab Jabour, killing him, his wife and two children. Another officer said three civilians were killed and six wounded when a bomb went off in a commercial area in the town of Madain, just south of Baghdad.

Two medical officials confirmed the casualty figures. The officials spoke on condition of anonymity because they were not authorized to speak to the media.

This next and last article has a title that is misleading. It talks about protests about the lack of electricity but what is most important is what these initial protests have led to. They have led to a much progressed attitude against the corruption in general and not only in this area of providing electricity. Lack of electricity was only the spark that ignited the overall movement.

If you take some time to read it you can truly see and begin to understand what has been going on in Iraq as far as corruption and how the continued corruption is really an ongoing power struggle. In short, this article is one of those gems that tells it all and I could not tell it any better myself.

How will it all end up? We know that the Dowa party is the key. WATCH the Dowa party ! Watch for the announcement of one of three near future events:
1) either that  Maliki is dismissed as the head of the party and Abadi takes his place or
2) the dismissal of the Dowa party as a whole or
3) Abadi simply moves his affiliation from the Dowa party.

Don’t believe me this is going to happen? Just watch. One of these three events has to happen (must happen). Abadi can not continue in the same capacity and association with the Dowa party as is today. When one of these three events happens  we will begin to see an end this constant corruption and a settling down of Iraq,  a loss of Iranian influence . This will all be in our favor as  it moves us closer to the RV political stability needed.

So please take a few minutes to read it if you are really curious and desire to understand why Abadi is now going after these crooks and the necessity to clean up this mess (political nightmare) and, why he is always bucking heads  in the process and who is causing all the resistance to change.

When this resistance is gone or the powerbase behind it is gone then we will see the progress of Iraq move exponentially, if it is not already moving fast enough…….

Protests over electricity shortages have turned to calls for an end to corruption and sectarian politics.

Tahrir Square has become a place where a political power struggle between Iraq’s Shia politicians is being played out [AP]

There was no doubt that Tahrir Square in the Iraqi capital, Baghdad, was no longer a venue where Iraqis converged to speak with one voice.

I attended a few protests in recent weeks but this time there were noticeable changes. There were different groups on the ground, each with their own message.

There were those who have been taking to the streets for weeks demanding better services, an end to corruption and to sectarian politics.

These same people had clearly lost hope in the man they believed would bring about the changes he promised.

“(Prime Minister Haider) al-Abadi should leave his Dawa party if he wants to implement reforms,” a woman called Um Ahmed told me. Her words were echoed by others who believe the premier is under political pressure.

The Islamic Dawa party is headed by former prime minister Nouri al-Maliki, who was in power for eight years.

He is accused by many of institutionalising corruption. And many believe he is among a number of powerful politicians behind the scenes preventing Abadi from taking action against corrupt officials

Stronger than the state

The protests emerged from a grass-roots movement but there was always the fear they may be hijacked by political forces that in many ways are stronger than the state.

On Friday there were people who came out in force to present an alternative to Abadi. They carried banners praising the Shia-led militias who are known here as the Popular Mobilization Forces. One read: “They have the support of the people and they have legitimacy.”

The protest movement started because of electricity shortages in the extreme heat. People could no longer cope. It was a spontaneous movement that brought Sunnis and Shias together.

They put behind the history of sectarian warfare in this country and looked forward for a better future.

They then directed their anger at what they called corrupt politicians, asking to reform a political system, which since 2003 has been based on distributing power among sects and ethnic groups, as well as party loyalties.

But now Tahrir Square has become a place where a political power struggle between Iraq’s Shia politicians is being played out.

Abadi, himself a Shia, is facing powerful enemies from within his ruling coalition. He has made it no secret that members of the political elite are fighting back.

“There are people who want to place Iraq in a dark tunnel and bring down the political process. They want to do this to continue to steal the wealth of the country. They have money and they run television and radio stations. But we will pursue reforms,” he said.

Abadi has the backing of the highest Shia religious authority in Iraq, Grand Ayatollah Ali al-Sistani, who has considerable influence over the Shia population. Sistani, through his spokesman even warned that politicians who will be hurt by the reforms won’t give up their power and privileges easily.

Many expected that attempts to reform the sectarian and ethnic power-sharing system would unite powerful forces against Abadi.

“It seriously divided the Shia house. The government and the army are not strong. The armed groups (Shia militias) are exerting pressure. This is very dangerous. Abadi tried to ask Iran to stop those groups and its political backers from meddling in state affairs but it didn’t work,” Wathiq al Hashemi, a political analyst told me. “Also the Dawa party has two wings. One wing supports Abadi and the other supports Maliki”

Iran ‘get out’

While the protesters may have first demanded electricity, organisers tell us that what they also want is to regain Iraq’s independence. Protests have not been confined to Baghdad. The mainly Shia cities across southern Iraq have seen demonstrations as well. And some demonstrators particularly in Basra chanted “Iran get out”.

There were a few protesters in Tahrir who were angry at comments made by a former Iranian ambassador to Iraq, Hassan Kazemi Qomi, who said “some embassies whose countries have always supported terrorism in Iraq have played a major role in provoking the popular protests”.

Iran has influential allies in Iraq. And it has given crucial support to Shia militias who are battling ISIL instead of the weak army.

Organisers talk about the support they have from Sistani – a cleric whose authority is not questioned. And they seem confident that the grand ayatollah who never endorsed Iran’s theocratic system of government or what is known as “Wilayat al-Faqih”, will continue to back their cause. Some may argue that just like the powerful Iranian backed politicians, the protest organisers may also exploit a protest movement that began with the simple demand of electricity. Either way, there is a new divide in a country with already so many frontlines.

While the protests may have overcome Iraq’s sectarian divisions, it has divided the majority Shia community
Some Shia political and security factions close to Iran have grown stronger than the state and some call them a shadow government waiting in the wings to step in.
